program, an analysis of needs, sector development strategy, with
a table of current investments and projected program results.

Description of the relationship of seasonal fisheries with
two central institutions: the shrimp industry, controlled by
European enterprises, and the fisheries service, a public institution.
Discusses the direct relations of dependence with the
industry, and the fishery services' strict controls, including
arbitrary decisions on opening fishing waters and on undermining
strike actions by workers.
