tial principals have been those who were trained at this college. <strong>The</strong><br />
emphasis <strong>of</strong> the Department <strong>of</strong> Education has been upon the admini-<br />
strative and other broad phases <strong>of</strong> educational work, leaving the<br />
emphasis on details <strong>of</strong> elementary method as the peculiar field <strong>of</strong><br />
the State normal schools. With the rapid growth <strong>of</strong> high schools in<br />
the State and the admission <strong>of</strong> women to the <strong>College</strong> by legislative<br />
action in 1918, William and Mary becomes the State <strong>College</strong> for<br />
the training <strong>of</strong> high school teachers and educational administrators.<br />
<strong>The</strong> William and Mary ideal for this pr<strong>of</strong>essional training may<br />
be summarized thus: (i) sound scholarship over as broad a field<br />
as is practicable in a four-year collegiate course; (2) sufficient specialization<br />
to insure a thorough teaching knowledge in at least one<br />
department, such as English, Classics, one modern language, mathe-<br />
matics one <strong>of</strong> the sciences, history, and social sciences, economics<br />
and commercial branches, physical education, manual arts, home<br />
economics, etc. ; (3) a practical familiarity with the problems and<br />
best plans <strong>of</strong> class-room management and school organization ; (4)<br />
training in pedagogical and psychological analysis <strong>of</strong> child activity,<br />
subject matter and teaching methods; (5) critical observation <strong>of</strong><br />
some <strong>of</strong> the best and some typical high and elementary schools <strong>of</strong><br />
Eastern Virginia, with more frequent and intensified observations<br />
in the training school ; (6) carefully supervised practice in the<br />
teaching <strong>of</strong> at least one subject in which are applied systematically<br />
the theory, analytic approach and observation previously acquired.<br />
STATE SCHOLARSHIPS<br />
<strong>The</strong> college <strong>of</strong>lfers one hundred and thirty-two State scholar-<br />
ships to young men and women who intend to teach in the public<br />
schools <strong>of</strong> the State. <strong>The</strong>se entitle the holders to exemption from<br />
most <strong>of</strong> the colleges fees. (See page 30.) <strong>The</strong> holders <strong>of</strong> these<br />
scholarships are required to sign a pledge to teach at least two<br />
years in the public schools <strong>of</strong> Virginia, and are also required to<br />
pursue a prescribed course <strong>of</strong> training for teaching as indicated<br />
below.<br />
Every division superintendent <strong>of</strong> schools in the State is empowered<br />
by law to nominate, for appointment to State scholar-<br />
ships, as many students as his county or city has representatives in<br />
the House <strong>of</strong> Delegates, provided that every county and city shall be
