next town of <strong>Angel</strong>es on December 2.<br />
1904<br />
On August 15, by virtue of Act No. 1204<br />
signed earlier on July 22, the Pampanga<br />
provincial government is finally transferred<br />
from Bacolor to San Fernando, during the<br />
term of Governor Macario Arnedo<br />
and Municipal President Juan<br />
Sengson. The town of Minalin becomes<br />
part of San Fernando; it<br />
will regain its political independence<br />
again only in 1909.<br />
1905<br />
Eulalio Castro becomes municipal<br />
president. On January 2, after<br />
the municipal officials take<br />
their oath, Act 1208 of the civil<br />
government declares the town of<br />
Sto. Tomas part of San Fernando.<br />
US Secretary of War William H.<br />
Taft visits the town on 12 August<br />
to get first-hand information and<br />
gather ideas for the governance<br />
of Pampanga. Due to the short notice,<br />
a bamboo pavilion is hastily<br />

constructed for his visit<br />
where he is welcomed<br />
with a banquet for 200<br />
people. Taft will later be<br />
elected President of the<br />
United States.<br />
1907<br />
Vicente Tiomico becomes<br />
municipal president. Another<br />
fire ravages the<br />
town in February while<br />
the reception for Governor<br />
General Smith is being<br />
held. Construction of<br />
the buildings of the provincial<br />
government begins<br />
later this year.<br />
1908<br />
The government starts<br />
construction of 27 artesian<br />
wells all over San<br />
Fernando.<br />
1909<br />
The a new public market<br />
building is constructed<br />
and divided into four areas.<br />
The roofing is of galvanized<br />
iron and the flooring<br />
is cemented. This is<br />
during the administration<br />
of municipal president Pedro<br />
Teopaco.<br />
1910<br />
On March 17, another fire breaks out<br />
in the town center, stretching all the<br />
way to Aviles Street in barrio Sto.<br />
Niño. Total cost of damage:<br />
P100,000.00. The first telephone in<br />
the town is installed during the term<br />
of Clemente Ocampo.<br />
1914<br />
A new spur of the Manila Railroad<br />
Company, from San Fernando to<br />
Arayat, is completed. Calulut be-<br />
comes a parish; it thus becomes the first<br />
barrio in Pampanga to have its own parish.<br />
1916<br />
The San Fernando Central School building<br />
is completed, so is the San Fernando-<strong>Angel</strong>es<br />
stretch of the Manila-Tarlac Road.<br />
1917<br />
The municipal government building is completed<br />
under the term of Antonio Abad<br />
Santos.<br />
1921<br />
The Pampanga Sugar Development Corporation<br />
(PASUDECO) begins operations. The<br />
idea of a locally financed sugar central is<br />
hatched in 1918 in the San Fernando residence<br />
of Governor Honorio Ventura of<br />
Bacolor, by big-time Kapampangan sugar<br />
planters Jose de Leon, Augusto Gonzales,<br />
Francisco Liongson, Serafin Lazatin,<br />
Tomas Consunji, Francisco Hizon, Jose<br />
Henson and Manuel Urquico.<br />
1927<br />
The San Fernando Light and Power Company<br />
(SFELAPCO) is established.<br />
1928<br />
The Pampanga Bus Company (PAMBUSCO)<br />
begins operations.<br />
1930<br />
Construction of the concrete San Fernando<br />
