• Constraints: Producers operate in isolation <strong>and</strong> have little bargaining power for sales<br />
<strong>and</strong> prices.<br />
• Opportunities: Informal groupings of wildcrafters <strong>and</strong> cultivators exist, but they<br />
need reinforcement. They do not need permanent organization, as they can be<br />
grouped around a seasonal collection period. Informal groupings <strong>and</strong> cooperation<br />
promoted by wholesalers/distributors or exporters in a region could assist groups <strong>and</strong><br />
perhaps associations (kolahrenas) in developing a br<strong>and</strong> of the product sourced from<br />
the region.<br />
Among collectors • Constraints: Distances, scarcity of information <strong>and</strong> uncertainty of supply source<br />
reduce incentives to collaborate.<br />
• Informal nature of AMP collection encourages actors to remain independent rather<br />
than associating or establishing cooperatives.<br />
• Opportunities: Participants in the Action Planning workshop indicated strong desire<br />
<strong>and</strong> need to establish regional collector associations. Institutional follow-up to the<br />
Action Plan objective will provide incentive to continue <strong>and</strong> exp<strong>and</strong> the initiative.<br />
Among processors • Constraints: Distance <strong>and</strong> lack of trust between informal <strong>and</strong> formal distilleries<br />
prevent them from working together, developing relationships or uniformly<br />
improving quality.<br />
• Opportunities: Skill <strong>and</strong> knowledge upgrading of informal actors increases their<br />
integration into the value chain by increasing their legitimacy, encourages flow of<br />
technical <strong>and</strong> market information among them, <strong>and</strong> enables high quality st<strong>and</strong>ards to<br />
be achieved.<br />
Among exporters/<br />
wholesalers<br />
• Constraints: Professional associations are difficult to sustain due to inability to adapt<br />
strategies to changing consumer dem<strong>and</strong>.<br />
• Opportunities: Participants in the Action Panning workshop expressed need <strong>and</strong><br />
interest in reviving two moribund professional associations. Institutional follow-up<br />
support to this initiative will provide an incentive to carry-out the plan.<br />
