Summary<br />

The quality of imported <strong>medic<strong>in</strong>al</strong> plants and <strong>the</strong>ir preparations is assessed<br />

differently <strong>in</strong> <strong>the</strong> various Member States. F<strong>in</strong>ished <strong>products</strong> are often treated as<br />

New Chemical Entities (NCEs) requir<strong>in</strong>g full proof of quality, safety and efficacy.<br />

In several countries <strong>the</strong>re are however no specific regulations on <strong>the</strong> control o f<br />

raw materials or crude drugs. This is particularly <strong>the</strong> case for <strong>products</strong> enter<strong>in</strong>g <strong>the</strong><br />

market as foodstuffs or o<strong>the</strong>r <strong>products</strong> not controlled <strong>in</strong> <strong>the</strong> same way as herbal<br />

<strong>medic<strong>in</strong>al</strong> <strong>products</strong>.<br />

VII.3.5 Important Products<br />

The number of herbal <strong>medic<strong>in</strong>al</strong> <strong>products</strong> authorised <strong>in</strong> each country toge<strong>the</strong>r with <strong>the</strong>ir<br />

major <strong>in</strong>gredients and <strong>in</strong>dications are listed below <strong>in</strong>sofar as <strong>the</strong> <strong>in</strong>formation is available.<br />

Austria<br />

Approximately 700 herbal <strong>medic<strong>in</strong>al</strong> <strong>products</strong> have been officially approved, around 400 of<br />

which accord<strong>in</strong>g to <strong>the</strong> normal registration procedure (Section 13 of <strong>the</strong> Medic<strong>in</strong>es Law) and<br />

approximately 300 under an abbreviated procedure (Section 17a). <strong>Herbal</strong> <strong>medic<strong>in</strong>al</strong> <strong>products</strong><br />

are usually comb<strong>in</strong>ations of herbal drugs, although some comb<strong>in</strong>ations with allopathic<br />

chemical <strong>in</strong>gredients exist (e.g., “old approvals” without a modern market<strong>in</strong>g<br />

authorisation). In addition, <strong>the</strong>re are approximately six hundred homeopathics with herbal<br />

<strong>in</strong>gredients approved or registered. In pr<strong>in</strong>ciple, any <strong>in</strong>dication may be applied for if it is<br />

supported by studies or bibliographic data. Lists of major <strong>in</strong>gredients are not available.<br />

Belgium<br />

Some herbal <strong>medic<strong>in</strong>al</strong> <strong>products</strong> sold on <strong>the</strong> market were notified <strong>in</strong> 1964. The validation<br />

process for <strong>the</strong>se <strong>products</strong> was supposed to be completed <strong>in</strong> 1990. However, for many of <strong>the</strong><br />

herbal <strong>medic<strong>in</strong>al</strong> <strong>products</strong> that are sold <strong>in</strong> traditional forms (e.g., herbal teas), <strong>the</strong><br />

validation process cont<strong>in</strong>ues.<br />

Apart from <strong>the</strong>se <strong>products</strong>, a small number of herbal <strong>medic<strong>in</strong>al</strong> <strong>products</strong> (approximately 20)<br />

are marketed accord<strong>in</strong>g to <strong>the</strong> procedure implemented <strong>in</strong> 1995. O<strong>the</strong>r registration<br />

applications are pend<strong>in</strong>g. The <strong>in</strong>dications accepted <strong>in</strong> <strong>the</strong> registration of <strong>the</strong>se herbal<br />

<strong>medic<strong>in</strong>al</strong> <strong>products</strong> are strictly scrut<strong>in</strong>ised by <strong>the</strong> M<strong>in</strong>istry of Public Health.<br />

Denmark<br />

By 12 June 1998, 159 natural <strong>medic<strong>in</strong>al</strong> <strong>products</strong> were authorised [DK 4]. The list is not<br />

exclusively made up of natural remedies with an active herbal <strong>in</strong>gredient.<br />

F<strong>in</strong>land<br />

There are 131 herbal <strong>medic<strong>in</strong>al</strong> <strong>products</strong> with a valid market<strong>in</strong>g authorisation.<br />

Additionally, 140 anthroposophic <strong>products</strong> (with <strong>the</strong> <strong>in</strong>dication: “to be used as anthroposophic<br />

product”) and one homeopathic product (with <strong>the</strong> <strong>in</strong>dication: “to be used as homeopathic<br />

product”) have been approved as herbal <strong>medic<strong>in</strong>al</strong> <strong>products</strong>. <strong>Herbal</strong> <strong>medic<strong>in</strong>al</strong> <strong>products</strong><br />

conta<strong>in</strong> more than 1/10 000 of <strong>the</strong> anthroposophic/homeopathic parent solution, so <strong>the</strong>y cannot<br />

be accepted <strong>in</strong> <strong>the</strong> registration procedure for anthroposophic/homeopathic <strong>products</strong>.<br />

Below are lists of <strong>the</strong> ma<strong>in</strong> <strong>in</strong>dications for and <strong>the</strong> ma<strong>in</strong> <strong>in</strong>gredients used <strong>in</strong> herbal<br />

<strong>medic<strong>in</strong>al</strong> <strong>products</strong> <strong>in</strong> F<strong>in</strong>land.<br />

• Mild symptoms due to common cold, headache, temporary cough<br />

• Ma<strong>in</strong>tenance of vitam<strong>in</strong> A and vitam<strong>in</strong> D levels<br />

• Mild stimulat<strong>in</strong>g effect on blood circulation <strong>in</strong> limbs<br />

• Food additive conta<strong>in</strong><strong>in</strong>g ubidecarenone<br />

• Favourable effect on <strong>the</strong> function of <strong>the</strong> bladder<br />
