shows that employees’ commitment to the organization correlates positively with<br />

organizational clarity and is ma<strong>in</strong>ta<strong>in</strong>ed even when changes are occurr<strong>in</strong>g <strong>in</strong> the organization<br />

(Guzley, 1992). As such, the communication strategy can be perceived as a mechanism to<br />

clarify the facts to various stakeholders <strong>of</strong> what is go<strong>in</strong>g to change, why, and what benefits<br />

they can expect to derive from the change (See Appendix 2).<br />

Partially drawn from the market<strong>in</strong>g communication literature, the underly<strong>in</strong>g philosophy <strong>of</strong><br />

effective communication strategy is held true and proves to be literally practical to other<br />

contexts. With this regard, Mohr and Nev<strong>in</strong> (1990) def<strong>in</strong>e a communication strategy as the<br />

use <strong>of</strong> a comb<strong>in</strong>ation <strong>of</strong> communication facets, which <strong>in</strong>clude frequency and formality <strong>of</strong><br />

communication (Maltz and Kohli, 1996; Mohr and Nev<strong>in</strong>, 1990), and content <strong>of</strong><br />

communication (Mohr and Nev<strong>in</strong>, 1990; Jabl<strong>in</strong> et al., 1987), and channel <strong>of</strong> communication<br />

(Carlson and Davis, 1998). For example, one communication strategy might be frequent<br />

communication through <strong>in</strong>formal modes, with <strong>in</strong>direct content. In the follow<strong>in</strong>g section, each<br />

facet <strong>of</strong> communication strategy will be elaborated as part <strong>of</strong> the key constructs for this study.<br />

2.2.2.1 Frequency <strong>of</strong> <strong>Communication</strong><br />

Normally, dissem<strong>in</strong>ation frequency is measured as the number <strong>of</strong> dissem<strong>in</strong>ation events or the<br />

amount <strong>of</strong> communication between a sender and a receiver dur<strong>in</strong>g a given period <strong>of</strong> time or<br />

duration <strong>of</strong> contact (Maltz, 2000; Maltz and Kohli, 1996; Mohr and Nev<strong>in</strong>, 1990). In<br />

assess<strong>in</strong>g the frequency <strong>of</strong> communication, one should exam<strong>in</strong>e the amount <strong>of</strong> contact<br />

necessary to achieve a particular activity, not simply <strong>in</strong>clud<strong>in</strong>g the amount <strong>of</strong> contact per se.<br />

Because most empirical research has used frequency as the <strong>in</strong>dicator <strong>of</strong> the amount <strong>of</strong><br />

communication, the author tends to adopt the frequency <strong>of</strong> communication rather than the<br />

duration <strong>of</strong> contact.<br />

2.2.2.2 Formality <strong>of</strong> <strong>Communication</strong><br />

Maltz and Kohli (1996: p. 48) comment that the dissem<strong>in</strong>ation formality has not been<br />

empirically explored <strong>in</strong> the communication literature, though a number <strong>of</strong> researchers have<br />

noted that organizational “<strong>in</strong>telligence may be dissem<strong>in</strong>ated through formal or <strong>in</strong>formal<br />

channels.” Moreover, some scholars might not explicitly def<strong>in</strong>e what is meant by formal and<br />

<strong>in</strong>formal channels. Johnson et al. (1994) address the issue <strong>of</strong> dist<strong>in</strong>ctive clarification between<br />

them. Formal communication basically refers to communication that flows through written<br />

channels, though “formal” meet<strong>in</strong>gs or tra<strong>in</strong><strong>in</strong>g sessions also may be considered a formal<br />
