reflects its current bus<strong>in</strong>esses, not simply traditional mail and parcel services. <strong>The</strong>se <strong>in</strong>clude<br />

logistics, supply cha<strong>in</strong> management, warehous<strong>in</strong>g, e-commerce, and tailored solutions for<br />

large bus<strong>in</strong>ess customers, both at home and abroad. <strong>The</strong> Consignia brand will be used<br />

<strong>in</strong>ternationally to underp<strong>in</strong> its mergers, acquisitions, and jo<strong>in</strong>t ventures. It hence proves that<br />

Consignia’s bus<strong>in</strong>ess is grow<strong>in</strong>g substantially and underl<strong>in</strong>es its ambitions to be successful <strong>in</strong><br />

the <strong>in</strong>ternational market. <strong>The</strong> new change may not guarantee the global success<br />

notwithstand<strong>in</strong>g. Actually, a focus on the UK postal market has been considered a critical<br />

part <strong>of</strong> the bus<strong>in</strong>ess plan over the next few years. On the practical level, the name has not<br />

changed many other implications. Chang<strong>in</strong>g a bus<strong>in</strong>ess status means that the company has a<br />

legal obligation to display the <strong>of</strong>ficial company name to which it becomes recognizable and<br />

less confus<strong>in</strong>g with the word “Post Office.” 3 <strong>The</strong> relationship between Consignia and the<br />

exist<strong>in</strong>g consumer brands is that Consignia serves as the umbrella, but the actual service is<br />

delivered through each brand as normal. 4<br />

Regard<strong>in</strong>g the bus<strong>in</strong>ess status <strong>in</strong>troduction, Consignia, which acts as a hold<strong>in</strong>g company, has<br />

become a public limited company (plc), wholly owned by the Government, with a more<br />

commercial freedom and f<strong>in</strong>ancial <strong>in</strong>dependence. It no longer operates with a statutory<br />

monopoly but under a licensed regime with the regulator. Hav<strong>in</strong>g entered <strong>in</strong>to a new world<br />

<strong>of</strong> commercial freedom, Consignia can borrow to <strong>in</strong>vest for the future without referr<strong>in</strong>g back<br />

to the government, perform a jo<strong>in</strong>t venture with a suitable partner <strong>in</strong> the UK and abroad, and<br />

acquire other bus<strong>in</strong>esses <strong>in</strong> various geographical regions as it expands <strong>in</strong>ternationally.<br />

For these reasons, Consignia is undertak<strong>in</strong>g a critical <strong>in</strong>ternal reorganization “Shap<strong>in</strong>g for<br />

Competitive Success” (SCS) which tends to enable itself to face the challenges <strong>of</strong> work<strong>in</strong>g <strong>in</strong><br />

a regulated environment and the new commercial freedom. SCS results <strong>in</strong> the creation <strong>of</strong><br />

new market-fac<strong>in</strong>g service delivery units and an opportunity to organize their bus<strong>in</strong>ess units<br />

for these new challenges. In addition, Consignia is not entitled as the UK postal<br />

adm<strong>in</strong>istrator, but a postal operator licensed and regulated by the Postal Services Commission<br />

(PostComm), and subject to the rules <strong>of</strong> regulated <strong>in</strong>dustry. It is monitored by the press and<br />

the customer body, PostWatch. And it needs to meet not only the Government’s expectation<br />

but also the customer satisfaction by show<strong>in</strong>g a tangible improvement <strong>of</strong> services.<br />

Otherwise, the loss <strong>of</strong> all parts <strong>of</strong> the bus<strong>in</strong>ess can be a negative consequence. 5<br />
