Column 8A Exceptions
Column 8B NonBulk Packaging
Columns 8A and 8B indicate the appropriate packaging instructions as indicated in 49
CFR 173.***. If a number appears in this column for example 150, the user is instructed
to refer to 49 CFR 173.150 for specific details regarding exceptions that may be
authorized for the hazardous material to which the entry corresponds. If “None”
appears in column 8A, no exception apply. The material must be packaged under
column 8B or if further restriction apply, column 9. Hazardous materials that are
shipped under the Limited Quantity exception packaging rule in Column 8A of the
FedEx Ground Hazardous Materials Table are not subject to labeling (except for 6.1
materials) and placarding requirements; although "Limited Quantity" or "Ltd. Qty." must
appear on the shipping papers after the basic description. This guide has included
pertinent sections of the 49 CFR for your convenience.
Column (9) FedEx Ground Restrictions
This column identifies FedEx Ground restrictions and additional comments. The
following restrictions may apply:
Ground to pose an unreasonable risk to our employees based on the hazard
associated with the material. These materials are Not Accepted by FedEx
Ground.
• May not be regulated via highway: This material may not be regulated for various
reasons. The material may only be regulated via vessel or aircraft only. It is the
shippers responsibility to determine if their material is not regulated via FedEx
Ground. Please refer to applicable sections of the 49 CFR for all hazardous
materials.
• Accepted only when package under 49 CFR §173.320: FedEx Ground will only
accept the material when packaged and prepared in accordance with 49 CFR
§173.320.
• Accepted only when packaged under applicable Special Permit or 49 CFR
§173.13: FedEx Ground will only accept these materials when packaged and
prepared under one of two types of packaging methods:
1) Exception -49 CFR §173.13: Materials may be packaged and prepared under
the federal guidelines as stated in 49 CFR 173.13. FedEx Ground will know the
shipper has complied with this packaging exception by marking the outer
package as well as the shipping paper (OP-900) and certification form (OP-950)
with the statement: “This package conforms to 49CFR 173.13”. This
exception will relieve the shipper from labeling and the carrier from placarding
requirements if prepared in accordance with 49 CFR 173.13.
