pool by the <strong>INSARAG</strong> Secretariat, when needed to participate in an<br />
IEC.<br />
5.3 The IEC Cadre will generally consist of selected inter-regional experts<br />
who will provide the required technical expertise to evaluate the various<br />
components (Management, Logistics, Search, Rescue and Medical) of<br />
an <strong>INSARAG</strong> USAR Team. In certain instances, one cadre member<br />
may provide expertise in more than one component. A representative<br />
of the <strong>INSARAG</strong> Secretariat will also be present.<br />
5.4 The <strong>INSARAG</strong> Secretariat acknowledges and respects that <strong>INSARAG</strong><br />
USAR Teams operate use different Standard Operating Procedures<br />
(SOP), doctrines and techniques to achieve common objectives.<br />
Therefore the selected IEC is not required to provide comment<br />
regarding technical standards beyond those required by the <strong>INSARAG</strong><br />
<strong>Guidelines</strong>. The cadre should however view each application with the<br />
intent to develop safe and effective best practices which can be shared<br />
with the entire <strong>INSARAG</strong> community.<br />
5.5 The IEC Cadre will give due regard to ensure operational practices are<br />
conducted safely. When a question of safety arises, the IEC Cadre will,<br />
in consultation with the host country liaison officer, intervene and stop<br />
the particular activity (if required) until it can be continued in a safe<br />
manner.<br />
6. IEC of USAR Teams Composed of Multiple Organisations<br />
6.1 The classification awarded is only applicable to the USAR Team being<br />
evaluated. If the USAR Team is composed of several organisations<br />
(Government services, NGOs) who respond together as a combined<br />
team, then the classification awarded is applicable to that combination<br />
of organisations only (Figure 1). If any one of those organisations has<br />
the capacity, and intends to respond to international incidents<br />
independently, it needs to be classified within its own right, meaning<br />
that it will be required to undergo a separate IEC for their team as an<br />
independent entity (Figure 2).<br />
