B3.6 International USAR Team Leaders<br />

1. This is a network of experienced USAR practitioners who respond to<br />

collapsed structure incidents domestically and internationally and whose input,<br />

advice and experience serve to improve the operational capabilities of<br />

international USAR response. The <strong>INSARAG</strong> Secretariat convenes an annual<br />

USAR Team Leaders‘ Meeting for all registered international USAR Team<br />

Leaders. These meetings provide a forum to discuss technical issues relating<br />

to training and best practice based on lessons learned from previous USAR<br />

operations and exercises.<br />

B3.7 <strong>INSARAG</strong> Country Focal Point<br />

1. The <strong>INSARAG</strong> Country Focal Point should be a senior officer in the<br />

governmental Ministry responsible for the management of international<br />

and/or national disaster response.<br />

2. Ideally, the <strong>INSARAG</strong> Country Focal Points should be occupying this<br />

position for several years in order to establish and maintain institutional<br />

memory in his country and to ensure continuous Government<br />

commitment vis-à-vis <strong>INSARAG</strong>.<br />

3. The responsibilities of the <strong>INSARAG</strong> Country Focal Point include:<br />

3.1 Act as single contact person of the Government to the <strong>INSARAG</strong><br />

Secretariat in the Untied Nations Office for the Coordination of<br />

Humanitarian affairs (OCHA) in Geneva and the respective Regional<br />

Group<br />

3.2 Promote <strong>INSARAG</strong> methodology as defined in the GA Resolution<br />

57/150 of 16 December 2002 on Strengthening the Effectiveness and<br />

Coordination of International USAR Assistance‖ in the own country and<br />

among disaster managers at all administrative levels<br />

3.3 Promote that <strong>INSARAG</strong> methodology for the receipt of international<br />

assistance, as defined in the <strong>INSARAG</strong> <strong>Guidelines</strong> or GA Resolution<br />

57/150 of 16 December 2002 be included into the national disaster<br />

management plan.<br />

3.4 Represent or ensure representation of the own country at meetings of<br />

the respective <strong>INSARAG</strong> Regional Group<br />
