H ISTORIC instances have been cited in
this community of scholars; yet a more historic
year for future annals of the Student
Activities Association of the University of
Baltimore has never been recorded.
Within the past year, the Student Council
has sponsored a program that will mark the
year 1948-1949 as the innovation of a new
type of student government. It has been said
by famous critics that the effectiveness of a
governing organization depends entirely upon
the progressive strength of its members. This
co-ordinating body, by virtue of its function,
is the most important association within the
school. Thus, its timely changes have meant
improvement for every individual student
within the University.
A new improved constitution has replaced
the instrument used in years gone by. Based
upon a written grant of authority from the
Administration, this product of the Student
Council was submitted to the student body and
ratified. Other outstanding improvements in
this organization include the change from
bi-monthly to weekly meetings, an efficient
bulletin board arrangement, the installation
of the Suggestion Box system which gives each
student a more direct voice in the government,
the development of a point system for Merit
Awards that are given for meritorious extracurricula
participation, the adoption of an
official Student Council seal, and the installation
of conveniences within Charles and Howard
Halls.
One of its greatest accomplishments has
been the task of preparing for a handbook. In
cooperation with the Administration, the
Council has completed the initial steps for the
publication which will be issued in the fall.
