1 How to use the report <strong>and</strong> realise benefits from this document<br />

The intention <strong>of</strong> the project is to provide the European Commission with an information <strong>and</strong><br />

decision basis to facilitate the implementation <strong>of</strong> appropriate measures in order to further<br />

reduce unintentional releases <strong>of</strong> POPs. For details see chapter 2 (background <strong>and</strong> objectives)<br />

Two ways seem to be recommendable to read the report:<br />

Top Down Approach<br />

The hasty reader gets the important messages first when using this approach <strong>and</strong> starting<br />

with chapter 9. He can then – if he needs further evidence – go to chapter 8 where he finds an<br />

overview on the <strong>assessment</strong> results in 8.1 <strong>and</strong> 8.2. Information <strong>and</strong> justification for suggested<br />

measures is available in chapter 8.3. He should then further proceed to chapter 7 where the<br />

gaps <strong>and</strong> deficits <strong>of</strong> the current situation in Member States <strong>and</strong> on European level concerning<br />

the objective <strong>of</strong> minimising POP releases are summarised (7.1, details in 7.2)<br />

Chapter 8 <strong>and</strong> 7 contain matrices with a similar structure.<br />

For all relevant POP sources the following information is provided:<br />
