The inventory <strong>of</strong> measures provides information on the level <strong>of</strong> intervention <strong>and</strong> engagement<br />

in relation to source sectors <strong>and</strong> pollutants <strong>and</strong> thus forms in conjunction with the results <strong>of</strong><br />

the source inventory a basic prerequisite for the <strong>identification</strong> <strong>of</strong> gaps <strong>and</strong> deficits in relation to<br />

the overall objective <strong>of</strong> continuous release reduction <strong>of</strong> POPs in the Stockholm Convention.<br />

For the purpose <strong>of</strong> this study the project team has developed an Inventory Matrix composed<br />

<strong>of</strong> two parts:<br />

• An Overview Matrix which contains existing or planned measures to reduce the<br />

releases <strong>of</strong> unintentionally produced POPs taken at EU <strong>and</strong> at Member States level as<br />

well as relevant stakeholder propositions,<br />

• A Detailed Matrix which contains a characterising analysis <strong>of</strong> these measures as far as<br />

data are available.<br />

The matrix approach has the advantage to provide a condensed <strong>and</strong> structured overview on<br />

all identified measures. In addition it provides an allocation <strong>of</strong> measures to a number <strong>of</strong><br />

categories <strong>and</strong> to the executing or proposing institutions. Thus it allows a quick overview on<br />

the current state <strong>and</strong> focus <strong>of</strong> measures. Moreover horizontal (related to a specific measure)<br />

<strong>and</strong> vertical (related to a specific country) evaluation can be performed.<br />

The basic overview matrix structure is illustrated in Figure 3-4 below.<br />

A "1" in a matrix field indicates that the measure has been mentioned by the<br />

authority/institution, a “nym” ( = not yet mentioned) indicates that the measure has not been<br />

reported. Measures at EU level that have to be implemented by the Member States are<br />

marked with a “1” for the EU <strong>and</strong> with a “*” for each Member State.<br />
