3.3 Methodology for <strong>identification</strong> <strong>of</strong> gaps <strong>and</strong> deficits<br />

The <strong>identification</strong> <strong>of</strong> gaps <strong>and</strong> deficits in relation to the objective <strong>of</strong> minimising releases is<br />

important to identify sectors where a potential for emission reduction has not yet been<br />

addressed. This information is essential for the correct allocation <strong>of</strong> possible additional EU<br />

measures.<br />

For the <strong>identification</strong> <strong>of</strong> gaps <strong>and</strong> deficits results from the mass flow analysis <strong>and</strong> from the<br />

source inventory have been merged according to the methodology described below.<br />
