At Member States level, the compilation <strong>of</strong> measures is largely based on the Member States´<br />

responses to a questionnaire developed for information collection (see chapter 3).<br />

The questionnaire was restricted to a small number (7-9) <strong>of</strong> questions on central issues.<br />

Questions focussed on inventory data for unintentionally produced POPs, POP related<br />

legislation, other environmental legislation for release reduction, state <strong>of</strong> the NIP, measures in<br />

place or planned <strong>and</strong> national priorities. Stakeholder were asked to provide their specific point<br />

<strong>of</strong> view <strong>and</strong> invited to comment on the state <strong>of</strong> legislation <strong>and</strong> measures in the field <strong>of</strong> POP<br />

release reduction.<br />

The questionnaire is documented in the annex to this report<br />

NIPs <strong>and</strong> draft NIPs have been used as another important information source.<br />

A systematic investigation <strong>of</strong> national legislation on POPs was not intended <strong>and</strong> would not<br />

have been possible in the scope this study.<br />

In particular it should be mentioned that the inventory matrixes can form a basis or support for<br />

− the Community Implementation Plan<br />

− MS in the elaboration / optimisation <strong>of</strong> their NIPs<br />

− information exchange on completeness <strong>and</strong> effectiveness <strong>of</strong> measures<br />

− <strong>identification</strong> <strong>of</strong> gaps<br />

− the <strong>assessment</strong> <strong>of</strong> already established/planned measures<br />

− the elaboration <strong>of</strong> potential additional measures.<br />

For the <strong>assessment</strong> <strong>of</strong> identified measures <strong>and</strong> the ranking <strong>and</strong> <strong>prioritisation</strong> <strong>of</strong> measures<br />

additional information is required. This relates to the state <strong>of</strong> realisation, the reduction<br />

potential or knowledge gain achieved, administrative <strong>and</strong> socio-economic impacts <strong>and</strong><br />

timeframe.<br />

Consequently in a second step, the identified measures are completed by information on<br />

• Status/Way <strong>of</strong> implementation,<br />

• Intended effect,<br />

• Concerned sectors/Material flow,<br />

• Control,<br />

• Experiences/ results,<br />

• Costs,<br />

• Time frame.<br />

as far as data are available.<br />
