Implementation Plans <strong>and</strong> Objectives <strong>of</strong> the Project<br />

Thus following the obligations <strong>of</strong> the Stockholm Convention <strong>and</strong> the European POP<br />

Regulation, Member States <strong>and</strong> the Commission are drawing up plans for implementation <strong>of</strong><br />

appropriate measures. These contain actions to minimise releases <strong>of</strong> the unintentionally<br />

produced/released PCDD/PCDF, PCB, HCB <strong>and</strong> to varying extents PAH.<br />

Member State implementation plans will <strong>of</strong> course take into account the specific local<br />

situation. Hence, these implementation plans may differ considerable from each other.<br />

For the elaboration <strong>of</strong> a Community Implementation Plan under the Stockholm Convention it<br />

is therefore necessary to investigate if any additional measures can be usefully taken at EU<br />

level to reduce unintentional releases <strong>of</strong> these substances.<br />

Against this background the major objectives <strong>of</strong> the study are to<br />

- identify<br />

- assess<br />

- prioritise<br />

possible measures to be taken at EU level to reduce the releases <strong>of</strong> unintentionally<br />

produced/released POPs.<br />

Bases for the study are<br />

- already existing legislation, strategies <strong>and</strong> measures on EU und Member States level<br />

- the National Implementation Plans under development by the Member States<br />

- Other relevant sources <strong>of</strong> knowledge <strong>and</strong> new <strong>and</strong> innovative, creative approaches for<br />

feasible release reduction <strong>of</strong> unintentionally produced/released POPs.<br />

The study will be a decision basis for the European Commission for further steps concerning<br />

release reductions <strong>of</strong> the substances concerned. It therefore has to form a scientifically sound<br />

<strong>and</strong> solid basis.<br />

It should bring forward new, innovative ideas, based on well justified sources <strong>and</strong> material<br />

flow analysis, technical information <strong>and</strong> justification. A well reasoned list <strong>of</strong> possible measures<br />

has to be checked by an <strong>assessment</strong> <strong>of</strong> the appropriateness <strong>and</strong> feasibility <strong>of</strong> possible<br />

measures <strong>and</strong> has to be seen against the background <strong>of</strong> already existing or currently<br />

developed activities.<br />
