In this context the terms effectiveness, costs <strong>and</strong> socio-economic impacts are defined as<br />

follows:<br />

• Effectiveness: Ability to either reduce releases or to improve knowledge or awareness<br />

• Costs: Expenses to be expected for involved authorities or the legal body developing<br />

or implementing a measure<br />

• Socio-economic impacts: Additional expenses or turnover for involved industry or<br />

citizens resulting from implementation <strong>of</strong> the measure, also including consequences<br />

for jobs.<br />
