— Strategic Partnership between <strong>Defra</strong>, <strong>the</strong> Association of River Trusts and three water companies<br />

to test measures for tackl<strong>in</strong>g diVuse pollution from agriculture and assess what role <strong>the</strong>re is for<br />

<strong>in</strong>novative approaches like paid ecosystem services to meet <strong>the</strong> aims of <strong>the</strong> Water Framework<br />

Directive: also to report March 2011.<br />

— UK Water Industry Research/Water Research Council—water <strong>in</strong>dustry led project—part <strong>Defra</strong><br />

funded, Report summer 2011 overview of <strong>the</strong> catchment management <strong>in</strong>itiatives be<strong>in</strong>g undertaken<br />

by water companies dur<strong>in</strong>g AMP5 Asset Management Programme which runs from 2010–15; a<br />

summary of <strong>the</strong> environmental drivers for action and <strong>the</strong> measures be<strong>in</strong>g implemented; an analysis<br />

of <strong>the</strong> views of <strong>the</strong> f<strong>in</strong>ancial, environmental and public health regulators; and, a summary of<br />

learn<strong>in</strong>g po<strong>in</strong>ts from catchment management <strong>in</strong>itiatives to date. An evaluation framework for<br />

measur<strong>in</strong>g <strong>the</strong> eVectiveness and quantify<strong>in</strong>g <strong>the</strong> benefits of catchment management <strong>in</strong>itiatives.<br />

— Several projects funded through <strong>the</strong> <strong>Defra</strong> <strong>Farm<strong>in</strong>g</strong> and Food Science Susta<strong>in</strong>able Water<br />

Management Programme are <strong>in</strong>vestigat<strong>in</strong>g ways of m<strong>in</strong>imis<strong>in</strong>g impacts of UK agriculture on water<br />

quality. This <strong>in</strong>cludes <strong>the</strong> Demonstration Test Catchments project—which has been established on<br />

three river catchments to test measures to reduce diVuse water pollution and to understand <strong>the</strong><br />

scale of changes needed to achieve improvements <strong>in</strong> water quality.<br />

— The National Ecosystem Assessment (NEA) is already demonstrat<strong>in</strong>g <strong>the</strong> importance of <strong>the</strong><br />

uplands for a variety of ecosystem services, water provision and purification be<strong>in</strong>g just two. This<br />

analysis will be completed <strong>in</strong> <strong>the</strong> Spr<strong>in</strong>g of 2011.<br />

Whe<strong>the</strong>r Ofwat’s system of review<strong>in</strong>g water prices could be reformed to allow more <strong>in</strong>vestment <strong>in</strong> upstream<br />

measures<br />

We are currently consider<strong>in</strong>g whe<strong>the</strong>r <strong>the</strong>re are practical and unnecessary barriers to economically<br />

justifiable <strong>in</strong>vestment <strong>in</strong> upstream measures as part of <strong>the</strong> current review of Ofwat, and <strong>in</strong> develop<strong>in</strong>g policy<br />

for <strong>the</strong> Natural Environment White Paper and Water White Paper. Ultimately though, it will be for Ofwat<br />

as <strong>the</strong> <strong>in</strong>dependent economic regulator to decide how to run its price review process.<br />

1. National Parks conta<strong>in</strong> some of <strong>the</strong> most beautiful and remote landscapes to be found <strong>in</strong> England.<br />

Most of <strong>the</strong>se diverse areas spann<strong>in</strong>g both uplands and lowlands <strong>in</strong>clude unimproved grassland, moorland,<br />

heath and bog that depend on livestock graz<strong>in</strong>g for long-term conservation management. A decl<strong>in</strong>e <strong>in</strong><br />

sympa<strong>the</strong>tic livestock graz<strong>in</strong>g will directly aVect <strong>the</strong> future of landscape quality and biodiversity throughout<br />

<strong>the</strong> National Parks, <strong>the</strong> farm<strong>in</strong>g communities that it supports, and <strong>the</strong> cultural and historical heritage that<br />

it forms part of and helps to preserve.<br />

2. National Park Authorities <strong>the</strong>refore recognise that <strong>in</strong> order to ma<strong>in</strong>ta<strong>in</strong> and enhance <strong>the</strong> special<br />

qualities of <strong>the</strong> National Parks for all to enjoy <strong>the</strong> f<strong>in</strong>ancial viability of key livestock farm<strong>in</strong>g systems must<br />

be secured and awareness must be raised of <strong>the</strong> valuable contribution that is made by cattle, sheep and pony<br />

graz<strong>in</strong>g. This submission considers <strong>the</strong> essential contribution made by livestock farm<strong>in</strong>g <strong>in</strong> England’s upland<br />

National Parks.<br />

England’s National Parks<br />

3. Our National Parks are a truly national treasure. The 10 National Parks <strong>in</strong> England are liv<strong>in</strong>g<br />

landscapes peopled by farmers, o<strong>the</strong>rs who manage <strong>the</strong> land and strong rural communities. Each of <strong>the</strong><br />

National Parks has a National Park Authority. These are <strong>in</strong>dependent bodies funded by central Government<br />

and have <strong>the</strong> follow<strong>in</strong>g two purposes:<br />

— to conserve and enhance <strong>the</strong> natural beauty, wildlife and cultural heritage of National Parks; and<br />

— to promote opportunities for <strong>the</strong> understand<strong>in</strong>g and enjoyment of <strong>the</strong> special qualities of National<br />

Parks by <strong>the</strong> public.<br />

4. In carry<strong>in</strong>g out <strong>the</strong>se purposes, <strong>the</strong>y also have a duty to seek to foster <strong>the</strong> economic and social wellbe<strong>in</strong>g<br />

of local communities with<strong>in</strong> <strong>the</strong> National Park.<br />

National Park Authorities work with partners to deliver <strong>the</strong>se aims simultaneously <strong>in</strong> an <strong>in</strong>tegrated<br />

manner.
