limited to provid<strong>in</strong>g affordable hous<strong>in</strong>g and whe<strong>the</strong>r retired farmers and current farm<br />

workers will be able to take advantage of <strong>the</strong> scheme.<br />

99. The CRC recommended that communities have a greater role <strong>in</strong> approv<strong>in</strong>g small<br />

schemes of affordable hous<strong>in</strong>g. 210 The Rural Development Agencies Rural Affairs Network<br />

advocated “effective plann<strong>in</strong>g that allows community-led identification of priorities and<br />

subsequent local agreement on susta<strong>in</strong>able solutions”. 211 However, <strong>the</strong> NFU sounded a<br />

note of caution, express<strong>in</strong>g concern that community-led plann<strong>in</strong>g may favour policies<br />

“designed to ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong> appearance of <strong>the</strong> uplands ra<strong>the</strong>r than develop <strong>the</strong> productive<br />

<strong>in</strong>frastructure of agriculture <strong>in</strong> <strong>the</strong> uplands”, <strong>the</strong>reby underm<strong>in</strong><strong>in</strong>g efforts to improve<br />

economic viability. 212 In highlight<strong>in</strong>g plann<strong>in</strong>g issues, <strong>the</strong> NFU’s memorandum states that:<br />

The challenge is to ensure a jo<strong>in</strong>ed up approach to plann<strong>in</strong>g that allows for local<br />

tailor<strong>in</strong>g, but without becom<strong>in</strong>g a means for local residents to block any undesired<br />

development regardless of its wider benefits. In terms of <strong>the</strong> wider uplands<br />

challenges, provision of low cost hous<strong>in</strong>g solves one of <strong>the</strong> challenges. There must be<br />

economic opportunity as well. 213<br />

100. The Campaign for <strong>the</strong> Protection of Rural England (CPRE) responded to <strong>the</strong> NFU’s<br />

concerns, stat<strong>in</strong>g that:<br />

Dur<strong>in</strong>g <strong>the</strong> <strong>in</strong>quiry familiar criticisms were levelled at <strong>the</strong> plann<strong>in</strong>g system as be<strong>in</strong>g<br />

obstructive to deliver<strong>in</strong>g affordable hous<strong>in</strong>g and to improv<strong>in</strong>g <strong>the</strong> economic viability,<br />

<strong>in</strong> broad terms, of upland communities. CPRE ma<strong>in</strong>ta<strong>in</strong>s its view that local<br />

authorities should work with <strong>the</strong> communities <strong>the</strong>y represent to develop and agree<br />

development plans. Relax<strong>in</strong>g plann<strong>in</strong>g controls is likely to lead to less susta<strong>in</strong>able<br />

development and ‘plann<strong>in</strong>g by appeal’. 214<br />

The CPRE went on to support a plann<strong>in</strong>g system that was “sympa<strong>the</strong>tic to local landscapes<br />

and settlements”. 215 And concluded that:<br />

CPRE believes that great care is needed to avoid <strong>in</strong>dustrialis<strong>in</strong>g <strong>the</strong> uplands <strong>in</strong><br />

pursuit of short term economic ga<strong>in</strong> at <strong>the</strong> expense of long term social and<br />

environmental values. 216<br />

101. The CRC recommended that CLG:<br />

Encourage public bodies that own land <strong>in</strong> <strong>the</strong> uplands (e.g. Forestry Commission,<br />

National Parks, M<strong>in</strong>istry of Defence) to make sites available for affordable hous<strong>in</strong>g<br />

provision at low cost, where <strong>the</strong>se can contribute toward meet<strong>in</strong>g needs.<br />
