9.3: BIS should agree to use a framework agreement so that public <strong>in</strong>vestment (e.g. through<br />
schools) may be used to support better broadband connectivity and speed for local<br />
communities and bus<strong>in</strong>esses.<br />
10: Plann<strong>in</strong>g to enable susta<strong>in</strong>able upland communities<br />
CLG should:<br />
• Give clear guidance that affordable hous<strong>in</strong>g and homes for ‘live-work’ are<br />
fundamental to <strong>the</strong> susta<strong>in</strong>ability of upland communities and to <strong>the</strong>ir management<br />
of <strong>the</strong> cultural and natural heritage.<br />
• Provide advice that makes clear to local plann<strong>in</strong>g authorities and <strong>the</strong> Plann<strong>in</strong>g<br />
Inspectorate that more affordable hous<strong>in</strong>g must be approved <strong>in</strong> <strong>the</strong> wider public<br />
<strong>in</strong>terest, and ensure that development plans and hous<strong>in</strong>g strategies reflect this<br />
imperative.<br />
• Ensure a greater role for communities <strong>in</strong> approv<strong>in</strong>g small schemes of affordable<br />
hous<strong>in</strong>g without formal plann<strong>in</strong>g consent where this need is established <strong>in</strong> parish<br />
plans.<br />
• Encourage public bodies that own land <strong>in</strong> <strong>the</strong> uplands (e.g. Forestry Commission,<br />
National Parks, M<strong>in</strong>istry of Defence) to make sites available for affordable hous<strong>in</strong>g<br />
provision at low cost, where <strong>the</strong>se can contribute toward meet<strong>in</strong>g needs.<br />
• Ensure that <strong>the</strong> HCA makes sufficient f<strong>in</strong>ance available to build affordable hous<strong>in</strong>g<br />
<strong>in</strong> <strong>the</strong> uplands, and engages with upland organisations, landowners and parish<br />
councils—through its ‘S<strong>in</strong>gle Conversation’—<strong>in</strong> order to properly address issues<br />
such as higher design and development costs and <strong>the</strong> scarcity of development sites.<br />
Where such costs are higher because of <strong>the</strong> wider public <strong>in</strong>terest <strong>the</strong>n <strong>the</strong>se costs<br />
should be met from general taxation.<br />
• Press for council tax revenue generated through <strong>the</strong> charge on second homes to be<br />
used to support affordable rural hous<strong>in</strong>g.
