4. How does <strong>the</strong> implementation of UELS aVect National Parks Authorities’ ability to fulfil <strong>the</strong>ir statutory<br />

objective to conserve and enhance <strong>the</strong> environment?<br />

We consider that <strong>the</strong> UELS is valuable <strong>in</strong> assist<strong>in</strong>g with our ability to deliver <strong>the</strong> conservation purpose of<br />

National Park designation. It usefully extends <strong>the</strong> ELS options and helps to protect valuable features and<br />

habitats. It is also of value <strong>in</strong> support<strong>in</strong>g <strong>the</strong> retention of cattle graz<strong>in</strong>g <strong>in</strong> <strong>the</strong> hills.<br />

However, <strong>the</strong>re is still a “gap” between <strong>the</strong> provisions available <strong>in</strong> <strong>the</strong> comb<strong>in</strong>ed ELS and UELS compared<br />

to those available <strong>in</strong> Higher Level Stewardship (HLS). Currently, ELS and UELS do not make provision<br />

for capital grants for specific works or more detailed habitat management where <strong>the</strong>re is exist<strong>in</strong>g<br />

environmental value but not suYcient to enable a farmer to enter <strong>in</strong>to a full Higher Level Stewardship<br />

agreement. An example is provided by those farms on Exmoor that used to participate <strong>in</strong> <strong>the</strong><br />

Environmentally Sensitive Areas (ESA) scheme and who can make <strong>the</strong> transition to ELS and UELS but<br />

are unlikely to be able to jo<strong>in</strong> HLS. While <strong>in</strong> <strong>the</strong> ESA <strong>the</strong>re were capital grants available for environmental<br />

management and landscape management schemes such as hedge restoration that will not be fundable at <strong>the</strong><br />

same scale under ES.<br />

In addition, <strong>in</strong> many National Parks, National Park Authority oYcers are directly <strong>in</strong>volved <strong>in</strong> deliver<strong>in</strong>g<br />

advice to potential UELS applicants (on behalf of Natural England), which provides <strong>the</strong> opportunity to<br />

raise awareness of <strong>the</strong> value of environmental assets that <strong>the</strong> farm conta<strong>in</strong>s and to signpost farmers to o<strong>the</strong>r<br />

schemes and opportunities.<br />

5. Do you th<strong>in</strong>k <strong>the</strong>re is a case for rationalis<strong>in</strong>g public support to fewer uplands farmers <strong>in</strong> <strong>the</strong> most valued<br />

areas, given budgetary constra<strong>in</strong>ts?<br />

— What criteria could be used to def<strong>in</strong>e <strong>the</strong>se areas?<br />

We are of <strong>the</strong> view that <strong>the</strong>re is a case for rationalis<strong>in</strong>g support <strong>in</strong> o<strong>the</strong>r parts of <strong>the</strong> country so that support<br />

was concentrated on upland farmers ra<strong>the</strong>r than seek<strong>in</strong>g to support fewer upland farmers. <strong>Uplands</strong> <strong>in</strong><br />

general, and National Parks <strong>in</strong> particular, have <strong>the</strong> highest value <strong>in</strong> terms of <strong>the</strong> comb<strong>in</strong>ation of semi-natural<br />

habitats; historic environment; landscape and public access/visitors, so provid<strong>in</strong>g maximum value for money<br />

for <strong>the</strong> taxpayer.<br />

To susta<strong>in</strong> <strong>the</strong> public benefits that uplands provide requires an ability to support <strong>the</strong> wider farm<strong>in</strong>g<br />

economy and community across whole upland areas. For example, <strong>the</strong> more productive farmland alongside<br />

<strong>the</strong> semi-natural moor and heathland habitats toge<strong>the</strong>r provides <strong>the</strong> variety and sense of a work<strong>in</strong>g and<br />

liv<strong>in</strong>g landscapes that visitors most appreciate.<br />

The current Higher Level Stewardship schemes already provide an element of target<strong>in</strong>g and prioritisation<br />

and already means that some upland farms receive considerably more f<strong>in</strong>ancial support than o<strong>the</strong>rs. All<br />

farms <strong>in</strong> <strong>the</strong> uplands are subject to similar constra<strong>in</strong>ts on productivity and diversification opportunities<br />

compared to lowland farms, and susta<strong>in</strong><strong>in</strong>g farm<strong>in</strong>g communities <strong>in</strong> upland areas will cont<strong>in</strong>ue to require<br />

f<strong>in</strong>ancial support that recognises <strong>the</strong>se constra<strong>in</strong>ts.<br />

Local needs aVordable hous<strong>in</strong>g<br />

Dur<strong>in</strong>g <strong>the</strong> oral evidence we received a number of questions regard<strong>in</strong>g plann<strong>in</strong>g <strong>in</strong> National Parks and<br />

particularly <strong>the</strong> provision of aVordable hous<strong>in</strong>g to help meet local need. All National Park Authorities give<br />

a high priority to enabl<strong>in</strong>g local needs hous<strong>in</strong>g provision with<strong>in</strong> <strong>the</strong>ir plann<strong>in</strong>g policies. National Park<br />

Authorities have responded to <strong>in</strong>dicate <strong>the</strong> numbers of local needs houses approved <strong>in</strong> <strong>the</strong>ir respective<br />

National Parks over <strong>the</strong> past four years as follows:<br />
