The <strong>Wayne</strong> <strong>County</strong><br />

Board of Commissioners<br />

met in regular session<br />

on Monday, November<br />

21, 2011. The meeting<br />

was held in the Circuit<br />

Courtroom at the <strong>Wayne</strong><br />

<strong>County</strong> Courthouse in<br />

<strong>Wayne</strong>sboro. Prior to the<br />

regular meeting a Public<br />

Utility Board meeting<br />

was held at 6 P.M. in<br />

the small conference<br />

room downstairs. Then<br />

at 6:30 P.M., the Budget<br />

Committee met in the<br />

same location.<br />

began at 7 P.M. with a<br />

a motion to approve the<br />

budget meeting minutes.<br />

Hanback seconded the<br />

motion. Motion passed.<br />

Whitten made the motion<br />

to approve the budget<br />

meeting amendments.<br />

The Debt Management<br />

Policy also helps to<br />

ensure that fi nancings<br />

undertaken by the<br />

county satisfy certain<br />

clear objective standards<br />

which allow the county<br />

to protect its fi nancial<br />

resources in order to<br />

meet its long-term capital<br />

needs.<br />

These policies are<br />

intended to assist and<br />

guide county offi cials in<br />

policy and debt issuance<br />

decisions, maintaining<br />

appropriate capital assets<br />

for present and future<br />

needs, promoting sound<br />

fi nancial management,<br />

protecting <strong>Wayne</strong><br />

<strong>County</strong>’s credit rating,<br />

ensuring the legal use<br />

of the county’s debt<br />

issuance authority,<br />

promoting cooperation<br />

and coordination with<br />

other service providers<br />

in the fi nancing and<br />

delivery of services, and<br />

evaluating debt issuance<br />
