Strategic public sector programme management<br />
OPTIONAL UNIT<br />
UNIT CHARACTERISTICS<br />
This unit provides a strategic<br />
overview <strong>of</strong> how the public sector<br />
manages major programmes <strong>and</strong><br />
projects. Students will need to<br />
demonstrate a critical appreciation<br />
<strong>of</strong> managing major programme <strong>and</strong><br />
project risks, the importance <strong>of</strong><br />
knowledge management as a<br />
culture not a process, <strong>and</strong> strategic<br />
supplier communications, in<br />
particular relating to Public private<br />
partnerships (PPP) <strong>and</strong> Private<br />
finance initiative (PFI) projects <strong>and</strong><br />
those projects with high risk<br />
ratings.<br />
<strong>The</strong>re is a particular focus upon the<br />
critical analysis <strong>of</strong> funding methods<br />
<strong>and</strong> financial models, <strong>and</strong> the<br />
selection <strong>of</strong> programme <strong>and</strong> project<br />
management techniques, including<br />
the use <strong>of</strong> OGC Gateway <strong>and</strong>/or<br />
other gateway processes<br />
applicable to the public sector.<br />
By the end <strong>of</strong> this unit, therefore,<br />
students should be able to<br />
demonstrate their ability to<br />
manage major public sector<br />
programmes effectively, taking into<br />
account the complexities <strong>of</strong><br />
managing significant resources,<br />
stakeholders <strong>and</strong> activities.<br />
STATEMENTS OF PRACTICE<br />
On completion <strong>of</strong> this unit, students<br />
will be able to:<br />
• Critically examine programme<br />
<strong>and</strong> project management<br />
structures <strong>and</strong> processes for<br />
major service, IT or construction<br />
projects<br />
• Analyse major programme <strong>and</strong><br />
project risks <strong>and</strong> their<br />
management through<br />
knowledge management <strong>and</strong><br />
strategic supplier relationships<br />
in the public sector<br />
• Arguments <strong>and</strong> principles<br />
underlying the selection <strong>of</strong><br />
funding methods <strong>and</strong> financial<br />
models for major projects<br />
• Justify the selection <strong>of</strong> major<br />
programme <strong>and</strong> project<br />
monitoring <strong>and</strong> management<br />
strategies.<br />
