2) Shri R. D. Khalap called the attention of the Ministe~ for Public Healt!<br />

to the following matter of urgent public importance :-<br />

"Grave situation arising in the Asilo Hospital Mapusa, due to breakdowr<br />

of X-Ray machinery and equipment and the serious consequences upon the<br />

fuctioning of the Hospital."<br />

Tne Minister for Public Health asked for time to reply the calling attation<br />

notice.<br />

3) The Minister for Public Health made a statement in respect of the calling<br />

attention notice raised by Shri R. D. Khalap regarding lack d gas gangrene<br />

spy! in the Asilo Hospital and <strong>Goa</strong> Medical College to which his attention was<br />

called on 1st April, 1980.<br />

IV. Ruling by the Speaker:<br />

Hon'ble Speaker gave the following Ruling: -<br />

"Before we resume the discussion and voting I would like to lay down the<br />

procedure to be adopted by us with regard to time limit etc.<br />

Under Rule 12(1) the Administrator has allotted 9% days for discussion and<br />

voting on demands and under sub-rule (2) of the said rules the Leader of the<br />

House has determined the order of discussion of demands which was communicated<br />

to the Hon. Members by Bulletin Part 11. As per the practice followed in recent<br />

years, the demands for grants will be put to vote on the respective day for which<br />

they are set forth for discussion.<br />

The normal sitting of the House is upto 6.45 p. m. Excluding the question<br />

hour, statement on calling attention notices, other motion etc. and time for recess<br />

we may get approximately 2 hours for discussion and voting on demands fixed<br />

for the day. In this 2 hours, one hour will be allotted for Hon. Members and<br />

om hour for the reply of Ministers. Within one hour alloted for Hon. Members<br />

XO minutes will be assigned to Shri R. D. Khalap and 10 minutes to Shri V. A.<br />

Naik and 40 minutes will be divided among all other members who wish to<br />

. participate in the debate.<br />

I think I have made it clear, the demands set forth for the day v@ll be put<br />

to vote at 6.45 p. m, in case discussion is not concluded earlier."<br />

Ten members took part in the debate. Demands were put to vote and carried,<br />

Tuesday, the 8th April, 1980<br />

1. i) Thirteen Starred Questions were answered.<br />

ii) Fifteen Starred Questions were not reached and were transferred to Un-<br />

\/ starrd List.<br />
