during first session, 1979 without obtaining the recommendation of the Adminis- a,<br />

, trator, I differ on the point mainly because as quoted by me from Kaul & Shakdher<br />

a Bill requiring recommendation of the Administrator for consideration in<br />

the <strong>Assembly</strong> can be given a Bill number and sent for printing with cover and<br />

docket page only when the requirement of recommendation is satisfied. It is<br />

obvious that we cannot introduce a bill without having registered and given a<br />

Bill No. Even if a Bill is introduced it will not serve any purpose if it is stalled<br />

at the consideration stage for want of recommendation of the Administrator. .<br />

With this view in mind and also in order to save the precious time of the House<br />

the <strong>Goa</strong>, Daman and Diu Salaries and Allowances of Members of the <strong>Legislative</strong><br />

<strong>Assembly</strong> (Amendment) Bill, 1980 tabled by Shri Herculano Dourado was not<br />

included in the list of Business for introduction. As far as the other two bills<br />

are concerned as already pointed out by me they will attract section 23(1) of<br />

the Govt. of Union Territories Act, and thus cannot be introduuced without the<br />

previous recommendation of the Administrator.<br />

All the 3 Bills have been referred by me to the Administrator and I have<br />

not yet received them. /<br />

V. Discussion and voting on Demands fordGrants for the year 1980-81.<br />

Demand No. 22 - Irrigation & Power Projects.<br />

Demand No. 5- State Excise, Sdes Tax and other Taxes and Duties.<br />

Demand No. 6 - Taxes on vehicles.<br />

Appropriation, -Interest Payments (discussion only).<br />

One7 Cut motion moved to Demand No: 22 was put to vote and defeated. Demand<br />

Nos.. 22, 5 and 6 were put to vote and granted.<br />

I. (i) Nine Starred Questions were answered.<br />

(ii) One Starred Question was not put as the members concerned were<br />

absent and were transferred to Unstarred List.<br />

(iii) 20 Starred Questions were not reached and were transferred to Un-<br />

starred List.<br />

(iv) Twenty four unstarred Questions were answered.<br />
