11. Ruling by the SpeaEer. i.<br />

Hon. Speaker gave the following ruling on the breach of privilege notice given<br />
by Shri A. N. Naik, regarding a letter by Mrs. Usha Sharad Vengurlekar published<br />
in 'Navprabha' in its issue dated 10th April, 1980.<br />
"On 11th April, 1980 Hon. Member Shri A. N. Naik has invited our attention<br />
to a letter by Mrs. Usha Sharad Vengurlekar published in "Navprabha" in<br />
its lssue dated 10th April, 1980. He has given a n&~ce un&r Rule 74 of<br />
Procedure alleging serious breach of privilege and gross contempt of the House<br />
by the letter in question. It is his contention that the verbal onslaught<br />
against one M. L. A. is directed against himself lfbly ta intimidate and<br />
discourage him in discharging the duties of the Legislator witho~ut fear or<br />
favour. Further by stating that Siddharth's death is being used for political<br />
puwe, the lettw casts aspersions in the legislative work of the concerned<br />
M.L.A.<br />
I have obtained an official version of the impugned letter which reads as<br />

"To capitalise on death of Sidhartha for political ends amounts to dis-<br />
respect to feelings of Bandocikar family.<br />
It pained and suiyrised me to read the that last week in the<br />
<strong>Goa</strong> Assesmbly sescion the ruling party members demanded that the por-<br />
trait of late Bhau be removed from the <strong>Assembly</strong> Hall and' rqlaced by<br />
Prime Minister. I need not tell <strong>Goa</strong>ns how he worked for them., He was<br />
the first Chief Minister of Gm. and first leader of the House. Hence be<br />
deserves the respect.<br />
Another MLA demanded enquiry. into the death of Sidhartha.<br />
Sidhartha .was not a political man, so that this MLA every now and<br />
then should make use of Sidhartha's death for his political ends. Moreover<br />
what cam be achieved through an enquiry?<br />
Sidhartha was the only dear brother among seven d us.<br />
Its cmly we who are baring the pangs of separaticvn, due to his loss.<br />
It amounts to disrespect to the feelings of us-members of Bandodkar<br />
family to use his death for meeting ones political ends. This tendency is not<br />
at bt civMsed and nable,<br />
If these MLAs desire to serve pmple), they should co-0p~l"ab with<br />
Chid Minist% Shri Rane off and on instead of coming in way of his cow<br />
tructive work.<br />
I appeal to my <strong>Goa</strong>n brethren not to encourage such mischivom ten-<br />
dencies.<br />
