Part One: The history of STEPS The achievements of STEPS over the past 20 years have culminated in the program being recognised as CQU’s Flagship Program — the Jewel in the Crown — as Karen Seary puts it. 143 The program will continue to reshape the lives of those who muster the courage to take that first step.
