creativity and culture <strong>in</strong> <strong>the</strong> <strong>UK</strong> and <strong>the</strong> dangers<br />

<strong>of</strong> unsuitable material becom<strong>in</strong>g available to<br />

children and teenagers younger than 18.<br />

24 Through <strong>the</strong> <strong>UK</strong> <strong>Film</strong> Council, forge l<strong>in</strong>ks<br />

with EFAD (<strong>the</strong> forum <strong>of</strong> European <strong>Film</strong> Agency<br />

Directors) to fur<strong>the</strong>r European co-operation <strong>in</strong><br />

<strong>the</strong> fight aga<strong>in</strong>st copyright <strong><strong>the</strong>ft</strong>.<br />

Build<strong>in</strong>g on EFAD discussions to date, this<br />

should <strong>in</strong>itially focus on <strong>in</strong>formation exchange<br />

about activities <strong>in</strong> each country, but <strong>the</strong>n also<br />

encompass discussion about <strong>the</strong> best ways to<br />

develop and maximise new forms <strong>of</strong><br />

distribution for European film (especially onl<strong>in</strong>e<br />

distribution).<br />

In <strong>the</strong> medium term<br />

25 The <strong>UK</strong> <strong>Film</strong> Council to convene discussions<br />

to consider ways to expand <strong>the</strong> f<strong>in</strong>ancial<br />

resources available for enforcement activities.<br />

These could <strong>in</strong>clude mandatory levies on<br />

companies receiv<strong>in</strong>g f<strong>in</strong>ancial support via<br />

schemes adm<strong>in</strong>istered by <strong>the</strong> <strong>UK</strong> <strong>Film</strong> Council,<br />

as well as <strong>the</strong> Industry Trust for IP Awareness<br />

set up by <strong>the</strong> British Video Association.<br />

26 Develop a ‘carrot and stick’ strategy to<br />

combat<strong>in</strong>g piracy – such as ‘reward for<br />

<strong>in</strong>formation’ schemes to <strong>in</strong>centivise <strong>the</strong> public<br />

to provide <strong>in</strong>formation that may lead to piracy<br />

convictions.<br />

27 Consider <strong>the</strong> <strong>in</strong>troduction <strong>of</strong> a reward<br />

scheme to <strong>in</strong>centivise c<strong>in</strong>ema staff to patrol<br />

auditoria look<strong>in</strong>g for unauthorised camcorder<br />

usage. This should be done <strong>in</strong> conjunction with<br />

<strong>the</strong> <strong>in</strong>troduction <strong>of</strong> legislative measures to<br />

make <strong>in</strong>-c<strong>in</strong>ema camcord<strong>in</strong>g a crim<strong>in</strong>al <strong>of</strong>fence<br />

(see recommendation 4). Such a scheme was<br />

recently <strong>in</strong>troduced <strong>in</strong> <strong>the</strong> US by <strong>the</strong> Motion<br />

Picture Association <strong>of</strong> America and details <strong>of</strong><br />

this programme should be critically reviewed.<br />

28 Develop <strong>in</strong>novative educational schemes to<br />

teach young people <strong>the</strong> social and f<strong>in</strong>ancial<br />

implications <strong>of</strong> film piracy. For example, this<br />

could <strong>in</strong>clude <strong>in</strong>tegration <strong>of</strong> an understand<strong>in</strong>g<br />

<strong>of</strong> copyright <strong><strong>the</strong>ft</strong> <strong>in</strong>to <strong>the</strong> <strong>UK</strong> <strong>Film</strong> Council’s<br />

First Light scheme for <strong>in</strong>troduc<strong>in</strong>g eight-18year-olds<br />

to filmmak<strong>in</strong>g, as well as <strong>in</strong>to wider<br />

educational <strong>in</strong>itiatives on media literacy. This<br />

could build on <strong>Film</strong> Education’s <strong>in</strong>itiative to<br />

develop anti-piracy resources for primary and<br />

secondary schools.<br />

29 Facilitate fur<strong>the</strong>r dialogue between<br />

educational <strong>in</strong>stitutions and film <strong>in</strong>dustry <strong>in</strong> an<br />

effort to foster a spirit <strong>of</strong> co-operation <strong>in</strong> <strong>the</strong><br />

fight aga<strong>in</strong>st piracy.<br />

30 Establish new platforms and where<br />

appropriate support exist<strong>in</strong>g platforms for<br />

communication between <strong>the</strong> film <strong>in</strong>dustry and<br />

technology companies, such as broadband<br />

ISPs, consumer electronics manufacturers and<br />

Internet technology firms. Closer dialogue is<br />

crucial for <strong>the</strong> <strong>UK</strong> and European film <strong>in</strong>dustry to<br />

become cognisant <strong>of</strong> developments <strong>in</strong><br />

technology that could pose future threats as<br />

well as new technological opportunities and<br />

counter measures. Decisions and <strong>in</strong>formation<br />

on <strong>the</strong>se matters should not be left solely to<br />

US-based companies. These communication<br />

platforms could help resolve potential bus<strong>in</strong>ess<br />

<strong>in</strong>terest conflicts that may facilitate film piracy<br />

as well as build on areas <strong>of</strong> mutual <strong>in</strong>terest (eg<br />

<strong>the</strong> grow<strong>in</strong>g determ<strong>in</strong>ation <strong>of</strong> broadband
