Au<strong>the</strong>nticity and <strong>in</strong>tegrity<br />

The au<strong>the</strong>nticity <strong>of</strong> <strong>in</strong>dividual build<strong>in</strong>gs and monuments<br />

with<strong>in</strong> <strong>the</strong> nom<strong>in</strong>ated area is high. This is <strong>the</strong> result <strong>of</strong> <strong>the</strong><br />

str<strong>in</strong>gent conditions laid down <strong>in</strong> <strong>the</strong> relevant legislation<br />

regard<strong>in</strong>g ma<strong>in</strong>tenance and <strong>the</strong> selection <strong>of</strong> materials for<br />

restoration and implemented by <strong>the</strong> national, county, and<br />

municipal agencies <strong>in</strong>volved.<br />

The <strong>in</strong>tegrity <strong>of</strong> both <strong>the</strong> <strong>Great</strong> Pit and its associated<br />

build<strong>in</strong>gs and <strong>the</strong> urban fabric <strong>of</strong> <strong>the</strong> old part <strong>of</strong> <strong>Falun</strong> has<br />

been sedulously ma<strong>in</strong>ta<strong>in</strong>ed by <strong>the</strong> application <strong>of</strong> statutory<br />

regulations, re<strong>in</strong>forced by a strong resolution on <strong>the</strong> part <strong>of</strong><br />

<strong>the</strong> residents to ensure <strong>the</strong> survival <strong>of</strong> <strong>the</strong> evidence <strong>of</strong> <strong>Falun</strong>'s<br />

great <strong>in</strong>dustrial heritage.<br />

Evaluation<br />

Action by ICOMOS<br />

An ICOMOS-TICCIH expert mission visited <strong>Falun</strong> <strong>in</strong><br />

January 2001. ICOMOS consulted TICCIH experts on <strong>the</strong><br />

cultural significance <strong>of</strong> this property.<br />

Qualities<br />

The <strong>Great</strong> <strong>Copper</strong> <strong>Mounta<strong>in</strong></strong> and its cultural landscape at<br />

<strong>Falun</strong> is one <strong>of</strong> <strong>the</strong> most outstand<strong>in</strong>g <strong>in</strong>dustrial monuments<br />

<strong>in</strong> <strong>the</strong> world. <strong>Copper</strong> was m<strong>in</strong>ed <strong>the</strong>re from at least <strong>the</strong> 13th<br />

century, and probably much earlier, until <strong>the</strong> end <strong>of</strong> <strong>the</strong> 20th<br />

century. It claims, with some justification, to be <strong>the</strong> oldest<br />

jo<strong>in</strong>t-stock company <strong>in</strong> <strong>the</strong> world. Many important<br />

developments <strong>in</strong> <strong>the</strong> extraction <strong>of</strong> copper ores and <strong>the</strong>ir<br />

ref<strong>in</strong><strong>in</strong>g took place at this site, and <strong>the</strong> cultural landscape<br />

bears abundant witness to its long and dist<strong>in</strong>guished<br />

technological history. The dom<strong>in</strong>ance <strong>of</strong> Sweden as <strong>the</strong><br />

major producer <strong>of</strong> copper <strong>in</strong> <strong>the</strong> 17th century had a pr<strong>of</strong>ound<br />

impact on that country's economic and political<br />

development, and hence <strong>of</strong> that <strong>of</strong> <strong>the</strong> whole <strong>of</strong> Europe.<br />

The landscape is noteworthy not only for its technological<br />

heritage but also for <strong>the</strong> abundant evidence <strong>of</strong> <strong>the</strong> social<br />

structure <strong>of</strong> <strong>the</strong> m<strong>in</strong><strong>in</strong>g community over time. It conta<strong>in</strong>s<br />

many small m<strong>in</strong><strong>in</strong>g settlements and m<strong>in</strong>ers' dwell<strong>in</strong>gs, as<br />

well as a planned town <strong>of</strong> <strong>the</strong> 17th century, which<br />

graphically illustrate <strong>the</strong> special socio-economic framework<br />

<strong>of</strong> much <strong>of</strong> European m<strong>in</strong><strong>in</strong>g up to <strong>the</strong> late 19th century.<br />

Comparative analysis<br />

There are several World Heritage sites associated with<br />

m<strong>in</strong><strong>in</strong>g: Kutná Hora (Czech Republic), <strong>the</strong><br />

Rammelsberg/Goslar site (Germany), Röros (Norway),<br />

Banská Štiavnica (Slovakia), and Blaenavon (United<br />

K<strong>in</strong>gdom) <strong>in</strong> Europe, and Guanajuato (Mexico), Potosí<br />

(Bolivia), and Zacatecas (Mexico).<br />

Of <strong>the</strong> European sites, <strong>the</strong> nom<strong>in</strong>ation <strong>of</strong> Kutná Hora<br />

extends only to <strong>the</strong> historic centre, omitt<strong>in</strong>g <strong>the</strong> early m<strong>in</strong>es.<br />

The significance <strong>of</strong> Banská Štiavnica also lies <strong>in</strong> its historic<br />

town centre, toge<strong>the</strong>r with its significance <strong>in</strong> m<strong>in</strong><strong>in</strong>g research<br />

and education: <strong>the</strong> <strong>in</strong>dustrial rema<strong>in</strong>s do not compare with<br />

those <strong>of</strong> <strong>Falun</strong>. The cultural landscape <strong>of</strong> Blaenavon<br />

developed around coal and iron-ore m<strong>in</strong><strong>in</strong>g and iron<br />

production, but it is significantly different <strong>in</strong> many respects<br />

from <strong>Falun</strong>. Röros is a very well preserved wooden town<br />

that developed around its copper m<strong>in</strong><strong>in</strong>g activities <strong>in</strong> <strong>the</strong><br />

17th century. Whilst it is comparable with <strong>Falun</strong>, it lacks <strong>the</strong><br />

extensive <strong>in</strong>dustrial heritage <strong>of</strong> <strong>Falun</strong>. The Rammelsberg<br />

silver m<strong>in</strong><strong>in</strong>g area and <strong>the</strong> f<strong>in</strong>e associated medieval and<br />

Baroque town <strong>of</strong> Goslar is comparable <strong>in</strong> time-scale with<br />

<strong>Falun</strong>, but its visible <strong>in</strong>dustrial heritage is considerably less<br />

prom<strong>in</strong>ent than that <strong>of</strong> <strong>Falun</strong>.<br />

Of <strong>the</strong> three Lat<strong>in</strong> American sites, only Guanajuato<br />

possesses significant <strong>in</strong>dustrial monuments, but this are<br />

different <strong>in</strong> scale, nature, and period <strong>of</strong> exploitation from<br />

those <strong>of</strong> <strong>Falun</strong>.<br />

It is justifiable to assert, <strong>the</strong>refore, that <strong>the</strong> <strong>Great</strong> <strong>Copper</strong><br />

<strong>Mounta<strong>in</strong></strong> and its associated cultural landscape around <strong>Falun</strong><br />

is exceptional as be<strong>in</strong>g one <strong>of</strong> <strong>the</strong> most endur<strong>in</strong>g and<br />

complete monuments <strong>of</strong> <strong>the</strong> world's <strong>in</strong>dustrial heritage.<br />

ICOMOS recommendations for future action<br />

The properties covered by <strong>the</strong> nom<strong>in</strong>ation are protected by a<br />

number <strong>of</strong> statutory <strong>in</strong>struments and regulations. They are<br />

also <strong>in</strong>cluded <strong>in</strong> land-use plans at several levels. There is<br />

also a general plan for <strong>the</strong> improvement and management <strong>of</strong><br />

all <strong>the</strong> Stora <strong>in</strong>dustrial heritage sites. There is, however, no<br />

overall coord<strong>in</strong>at<strong>in</strong>g management mechanism. ICOMOS and<br />

TICCIH consider that it is essential for <strong>the</strong>se diverse<br />

measures to be coord<strong>in</strong>ated by means <strong>of</strong> a comprehensive<br />

management plan (to <strong>in</strong>clude a special plan relat<strong>in</strong>g to<br />

tourism).<br />

In response to <strong>the</strong> Bureau referral <strong>of</strong> this nom<strong>in</strong>ation back to<br />

<strong>the</strong> State Party, request<strong>in</strong>g <strong>the</strong> provision <strong>of</strong> a coord<strong>in</strong>at<strong>in</strong>g<br />

management plan (as recommended by ICOMOS), a<br />

detailed plan was supplied by <strong>the</strong> State Party. This was<br />

found on exam<strong>in</strong>ation to be fully <strong>in</strong> accordance with <strong>the</strong><br />

requirements <strong>of</strong> <strong>the</strong> Committee and ICOMOS.<br />

Brief description<br />

The enormous m<strong>in</strong><strong>in</strong>g excavation known as <strong>the</strong> <strong>Great</strong> Pit at<br />

<strong>Falun</strong> is <strong>the</strong> most strik<strong>in</strong>g feature <strong>of</strong> a landscape that<br />

illustrates <strong>the</strong> survival <strong>of</strong> copper production <strong>in</strong> this region<br />

s<strong>in</strong>ce at least <strong>the</strong> 13th century. The 17th century planned<br />

town <strong>of</strong> <strong>Falun</strong> with its many f<strong>in</strong>e historic build<strong>in</strong>gs and <strong>the</strong><br />

<strong>in</strong>dustrial and domestic rema<strong>in</strong>s at a number <strong>of</strong> settlements<br />

spread over a wide area <strong>of</strong> Dalarna provide a vivid picture <strong>of</strong><br />

what was for centuries one <strong>of</strong> <strong>the</strong> world's most important<br />

m<strong>in</strong><strong>in</strong>g areas.<br />

Statement <strong>of</strong> Significance<br />

The <strong>Great</strong> <strong>Copper</strong> <strong>Mounta<strong>in</strong></strong> and its cultural landscape at<br />

<strong>Falun</strong> graphically illustrate one <strong>of</strong> <strong>the</strong> most significant areas<br />

<strong>of</strong> m<strong>in</strong><strong>in</strong>g and metals production. <strong>M<strong>in</strong><strong>in</strong>g</strong> ceased at <strong>the</strong> end<br />

<strong>of</strong> <strong>the</strong> 20th century, but over many centuries it had exerted a<br />

strong <strong>in</strong>fluence on <strong>the</strong> technological, economic, social, and<br />

political development <strong>of</strong> Sweden and Europe. The history <strong>of</strong><br />

<strong>the</strong> m<strong>in</strong><strong>in</strong>g <strong>in</strong>dustry can be seen <strong>in</strong> <strong>the</strong> abundant <strong>in</strong>dustrial<br />

and domestic rema<strong>in</strong>s characteristic <strong>of</strong> this <strong>in</strong>dustry that still<br />

survive <strong>in</strong> <strong>the</strong> natural landscape around <strong>Falun</strong> which has<br />

been moulded and transformed by human <strong>in</strong>genuity and<br />

resourcefulness.
