5. Factors Affect<strong>in</strong>g <strong>the</strong> Property<br />
a. Development pressures<br />
<strong>Falun</strong> is a small town with a population <strong>of</strong> about 30,000. It is demographically static<br />
and <strong>the</strong>re is little <strong>in</strong>terest <strong>in</strong> urban or <strong>in</strong>dustrial development. One <strong>of</strong> <strong>the</strong> most<br />
important traffic arteries <strong>in</strong> <strong>the</strong> county forms <strong>the</strong> south-sou<strong>the</strong>ast boundary <strong>of</strong> <strong>the</strong><br />
m<strong>in</strong>e area. The latter will be affected to some extent by an <strong>in</strong>tended reconstruction <strong>of</strong><br />
<strong>the</strong> road. Dur<strong>in</strong>g <strong>the</strong> plann<strong>in</strong>g phase, antiquarian experts helped to ensure that <strong>the</strong><br />
rebuild<strong>in</strong>g <strong>of</strong> <strong>the</strong> exist<strong>in</strong>g road will entail a m<strong>in</strong>imum <strong>of</strong> encroachment on <strong>the</strong> cultural<br />
values <strong>of</strong> <strong>the</strong> m<strong>in</strong>e area. In connection with <strong>the</strong> rebuild<strong>in</strong>g <strong>of</strong> <strong>the</strong> road, a site is<br />
wanted near <strong>the</strong> m<strong>in</strong>e area for <strong>the</strong> construction <strong>of</strong> a new fill<strong>in</strong>g station and a<br />
hamburger bar. Should this localisation prove to have a negative impact on <strong>the</strong><br />
cultural environment, <strong>the</strong> problem can be elim<strong>in</strong>ated through <strong>the</strong> exercise <strong>of</strong> powers<br />
under <strong>the</strong> National Heritage Act or <strong>the</strong> Plann<strong>in</strong>g and Build<strong>in</strong>g Act.<br />
b. Environmental pressures<br />
With<strong>in</strong> <strong>the</strong> cultural landscape <strong>of</strong> <strong>the</strong> buffer zones <strong>the</strong>re are considerable deposits <strong>of</strong><br />
slag and numerous furnace rema<strong>in</strong>s from various periods. The slag tends to a certa<strong>in</strong><br />
extent to contam<strong>in</strong>ate flows <strong>of</strong> water through <strong>the</strong> structures and <strong>in</strong> <strong>the</strong> great Dalälven<br />
River with heavy metals, which is quite a normal problem <strong>in</strong> such activities. A<br />
government <strong>in</strong>quiry mounted with a view to remedy<strong>in</strong>g <strong>the</strong> problems caused by<br />
heavy metals showed <strong>the</strong> historical occurrences <strong>of</strong> slag to be only a m<strong>in</strong>or factor <strong>in</strong><br />
<strong>the</strong> contam<strong>in</strong>ation <strong>of</strong> <strong>the</strong> river. No demands have been made for remediation <strong>of</strong> <strong>the</strong><br />
historic slag.<br />
Water is cont<strong>in</strong>uously pumped out <strong>of</strong> <strong>the</strong> m<strong>in</strong>e to prevent it from flood<strong>in</strong>g. S<strong>in</strong>ce<br />
m<strong>in</strong><strong>in</strong>g operations were discont<strong>in</strong>ued <strong>in</strong> December 1992, this dra<strong>in</strong>age has been <strong>the</strong><br />
owner’s environmental responsibility. Apart from <strong>the</strong> matter <strong>of</strong> environmental<br />
responsibility, dra<strong>in</strong>age is a precondition for <strong>the</strong> activities <strong>of</strong> <strong>the</strong> Visitors’ M<strong>in</strong>e.<br />
The m<strong>in</strong>e and furnace landscape has been shaped by centuries <strong>of</strong> large-scale<br />
<strong>in</strong>dustrial activity, result<strong>in</strong>g <strong>in</strong> a very <strong>in</strong>hospitable and sterile environment. In <strong>the</strong><br />
18th century <strong>the</strong>re was no vegetation with<strong>in</strong> 2.5 km <strong>of</strong> <strong>the</strong> core area. Today nature is<br />
reconquer<strong>in</strong>g <strong>the</strong> grim and sterile slag landscape and <strong>in</strong> this way transform<strong>in</strong>g it. In a<br />
manner <strong>of</strong> speak<strong>in</strong>g, grass, shrubs and trees constitute an <strong>in</strong>verted environmental<br />
threat to Kopparberget. An excessive amount <strong>of</strong> vegetation near <strong>the</strong> core area is not<br />
desirable.<br />
For <strong>the</strong> total environment connected with m<strong>in</strong><strong>in</strong>g operations and <strong>the</strong> copper <strong>in</strong>dustry,<br />
<strong>the</strong> State, <strong>the</strong> municipality and <strong>the</strong> company are engaged <strong>in</strong> a jo<strong>in</strong>t environmental<br />
project, “<strong>the</strong> <strong>Falun</strong> Project”, extend<strong>in</strong>g over a considerable period <strong>of</strong> time.<br />
