County Museum and <strong>the</strong> County Adm<strong>in</strong>istrative Board.<br />

Introduction<br />
Statutory protection <strong>of</strong> historic vestiges has long stand<strong>in</strong>g <strong>in</strong> Sweden. In 1666 a royal<br />
proclamation with <strong>the</strong> force <strong>of</strong> law placed under royal prerogative "old monuments<br />
and antiquities". It became prohibited to <strong>in</strong>terfere with vestiges, such as <strong>the</strong>y could<br />
<strong>the</strong>n be perceived, which rem<strong>in</strong>ded <strong>of</strong> <strong>the</strong> greatness <strong>of</strong> <strong>the</strong> forebears, particularly<br />
those <strong>of</strong> royal ascent. Graves, stones with runic <strong>in</strong>scriptions, ru<strong>in</strong>ed build<strong>in</strong>gs and<br />
similar obvious rema<strong>in</strong>s <strong>of</strong> <strong>the</strong> past became protected from be<strong>in</strong>g tampered with.<br />
A number <strong>of</strong> legal <strong>in</strong>struments have s<strong>in</strong>ce been developed and replaced by o<strong>the</strong>rs,<br />
but <strong>the</strong> core <strong>of</strong> <strong>the</strong> legal message has survived: The physical elements <strong>of</strong> <strong>the</strong> cultural<br />
heritage should be preserved. If necessity dictates <strong>in</strong>terference with a monument,<br />
<strong>the</strong>n <strong>the</strong> extent <strong>of</strong> alterations should be determ<strong>in</strong>ed and monitored by <strong>the</strong> authorities<br />
and <strong>the</strong> vanish<strong>in</strong>g elements carefully recorded. To a great extent <strong>the</strong>se pr<strong>in</strong>ciples<br />
have been adhered to. There has been a difference <strong>in</strong> attitude towards rema<strong>in</strong>s <strong>of</strong><br />
what has already been abandoned and has lost economic importance, and structures<br />
