f. Agreed plans related to property<br />

The core area surround<strong>in</strong>g <strong>the</strong> m<strong>in</strong>e and all buffer zones are classified as areas <strong>of</strong><br />

national <strong>in</strong>terest for heritage conservation. These national <strong>in</strong>terests are def<strong>in</strong>ed <strong>in</strong> a<br />

resolution adopted by <strong>the</strong> National Heritage Board on 5th November 1987. This<br />

means that <strong>the</strong> areas are protected under <strong>the</strong> provisions <strong>of</strong> Chap. 3 <strong>of</strong> <strong>the</strong><br />

Environmental Code. In <strong>the</strong> Swedish plann<strong>in</strong>g system, <strong>the</strong> Environmental Code<br />

<strong>in</strong>teracts with <strong>the</strong> Plann<strong>in</strong>g and Build<strong>in</strong>g Act. The latter makes it <strong>the</strong> duty <strong>of</strong> <strong>the</strong><br />

municipality to give an account <strong>of</strong> its places <strong>of</strong> national <strong>in</strong>terest <strong>in</strong> its municipal<br />

comprehensive plan and to <strong>in</strong>dicate <strong>in</strong> that plan how <strong>the</strong> cultural values are to be<br />

secured. The comprehensive plan for <strong>the</strong> centre <strong>of</strong> <strong>Falun</strong> was adopted <strong>in</strong> 1998.<br />

Several detailed development plans have been compiled for all buffer zones. These<br />

conta<strong>in</strong> provisions for <strong>the</strong> protection <strong>of</strong> settlement <strong>of</strong> historic <strong>in</strong>terest. Outside <strong>the</strong><br />

buffer zones as well, <strong>the</strong> sum total <strong>of</strong> settlement is ma<strong>in</strong>ly subject to detailed<br />

development plans.<br />

A municipal programme <strong>of</strong> preservation for <strong>the</strong> centre <strong>of</strong> <strong>Falun</strong> was compiled <strong>in</strong><br />

1989 through <strong>the</strong> agency <strong>of</strong> <strong>the</strong> Dalarnas Museum. This programme conta<strong>in</strong>s a<br />

detailed classification <strong>of</strong> all build<strong>in</strong>gs <strong>in</strong> <strong>the</strong> old town centre.<br />

Dur<strong>in</strong>g 1998 <strong>the</strong> Municipality <strong>of</strong> <strong>Falun</strong> produced a cultural environment programme<br />

for <strong>the</strong> whole <strong>of</strong> <strong>the</strong> municipality, <strong>in</strong>dicat<strong>in</strong>g how cultural values <strong>in</strong> <strong>the</strong> landscape and<br />

settlement are to be preserved. All cont<strong>in</strong>uous settlement with<strong>in</strong> <strong>the</strong> buffer zones or<br />

border<strong>in</strong>g on <strong>the</strong>m is subject to detailed development plans (see map at page 4).<br />

Protective provisions are issued by <strong>the</strong> Municipality <strong>of</strong> <strong>Falun</strong>, as a matter <strong>of</strong> regular<br />

practice, <strong>in</strong> its detailed plann<strong>in</strong>g for settlement <strong>of</strong> historic <strong>in</strong>terest. The Dalarna<br />

County Adm<strong>in</strong>istrative Board is <strong>the</strong> supervisory authority charged with <strong>in</strong>spect<strong>in</strong>g<br />

and approv<strong>in</strong>g comprehensive and detailed plann<strong>in</strong>g by <strong>the</strong> municipality.<br />

The whole <strong>of</strong> <strong>the</strong> core area, compris<strong>in</strong>g <strong>the</strong> m<strong>in</strong>e and its appurtenant build<strong>in</strong>gs and<br />

structures <strong>of</strong> historic <strong>in</strong>terest, is a protected heritage site under a resolution adopted<br />

by <strong>the</strong> County Adm<strong>in</strong>istrative Board on 20th March 1995. The decision to declare<br />

this area a heritage site was made by authority <strong>of</strong> Chap. 3, Section 1 <strong>of</strong> <strong>the</strong> National<br />

Heritage Act (SFS 1988:950). The supervisory authority is <strong>the</strong> Dalarna County<br />

Adm<strong>in</strong>istrative Board.<br />

With<strong>in</strong> <strong>the</strong> buffer zones <strong>the</strong>re are ano<strong>the</strong>r 13 heritage sites which are privately or<br />

municipally owned and one which is State-owned. In addition, four build<strong>in</strong>gs are<br />

be<strong>in</strong>g considered for heritage site designation. The Dalarna County Adm<strong>in</strong>istrative<br />

Board is <strong>the</strong> supervisory authority for privately- and municipally-owned heritage<br />

sites, <strong>the</strong> National Heritage Board for <strong>the</strong> State-owned site.<br />

The centrally situated buffer zone <strong>in</strong>cludes two churches <strong>of</strong> great importance for <strong>the</strong><br />

cultural environment. These are protected under <strong>the</strong> provisions <strong>of</strong> Chap. 4 <strong>of</strong> <strong>the</strong><br />

National Heritage Act (SFS 1989:950). The supervisory authority is <strong>the</strong> Dalarna<br />

County Adm<strong>in</strong>istrative Board.<br />

All derelict cultural rema<strong>in</strong>s and structures from past ages come under general<br />

protection as archaeological rema<strong>in</strong>s through <strong>the</strong> provisions <strong>of</strong> Chap. 2 <strong>in</strong> <strong>the</strong><br />

National Heritage Act (SFS 1989:950). Archaeological rema<strong>in</strong>s have strong legal<br />
