Note that these cost estimates do not include additional costs to prepare for testing<br />

and <strong>certification</strong> that will likely be incurred when we adopt additional standards,<br />

implementation specifications, and <strong>certification</strong> criteria to support meaningful use Stages<br />

2 and 3. We will account for costs associated with these additional standards,<br />

implementation specifications, and <strong>certification</strong> criteria in future rulemaking.<br />

b. Benefits<br />

We believe that there will be several benefits arising from this <strong>final</strong> rule. By<br />

adopting the revisions to this initial set, the Secretary will set in motion what we believe<br />

will be an iterative process to further enhance the interoperability, functionality, utility,<br />

and security <strong>of</strong> health information technology and to support the meaningful use <strong>of</strong><br />

Certified EHR Technology. The capabilities specified in the adopted <strong>certification</strong> criteria<br />

will help ensure that health care providers have the necessary information technology<br />

tools to improve patient care, reduce medical errors and unnecessary tests. The standards<br />

adopted will aid in fostering greater interoperability. We also believe that this <strong>final</strong> rule<br />

will serve as a catalyst for a more competitive and innovative marketplace. Finally,<br />

adopted <strong>certification</strong> criteria can be used by Complete EHR and EHR Module developers<br />

as technical requirements to ensure that their HIT can be tested and certified and<br />

subsequently adopted and implemented as Certified EHR Technology. Adopting these<br />

<strong>certification</strong> criteria will also ultimately help enable eligible pr<strong>of</strong>essionals and eligible<br />

hospitals to qualify for incentive payments under Medicare and Medicaid EHR Incentive<br />

Programs.<br />
