specifications) specified in §170.205(e)(1) or<br />

§170.205(e)(2); and<br />

(2) At a minimum, the version <strong>of</strong> the standard<br />

specified in §170.207(e).<br />

Comments. A significant majority <strong>of</strong> commenters recommended that we remove<br />

paragraph (m)(2) related to the applicable state-designated format. These commenters<br />

contended that such a requirement was vague, could be problematic from an<br />

interoperability perspective, and would make <strong>certification</strong> impracticable.<br />

Response. We agree with those commenters that requested we explicitly focus<br />

the <strong>certification</strong> criterion and <strong>certification</strong> in general on Federal requirements. We have<br />

therefore removed the reference to “applicable stated-designated standard format” in the<br />

<strong>certification</strong> criterion. Additionally, we have reviewed this <strong>certification</strong> criterion and<br />

have determined that our reference to “immunization registries” is unnecessary. We are<br />

primarily c<strong>onc</strong>erned with Certified EHR Technology’s ability to transmit the<br />

immunization information in a standardized format, and do not believe that it is necessary<br />

to specify a particular recipient in the <strong>certification</strong> criterion.<br />

Comments. Many commenters supported our adoption <strong>of</strong> both HL7 2.3.1 and<br />

HL7 2.5.1. Some commenters acknowledged that HL7 2.3.1 was more commonly used<br />

for the purpose <strong>of</strong> submitting information to immunization registries while other<br />

commenters suggested that we only adopt HL7 2.5.1. Some commenters recommended<br />

that we keep our adopted standards the way they are. Others recommended that we only<br />

adopt HL7 2.3.1 because most immunization registries cannot comply with HL7 2.5.1.<br />

Response. We appreciate that commenters support our adoption <strong>of</strong> both HL7<br />

2.3.1 and HL7 2.5.1. We understand that both standards are currently in use and for that<br />
