Watershed condition and listed species habitats will be improved by relocating classified roads<br />
out of sensitive habitat where possible, decommissioning/adding to system/conversion to trails<br />
existing unclassified roads, which affect species habitat, and preventing unauthorized off-road<br />
vehicle use. Continued implementation of the Revised Road Maintenance Policy will reduce<br />
effects to roadside habitats. Actions to prevent extinction of the unarmored three-spine<br />
stickleback and restoration of degraded pebble plain habitat will remain a priority. Habitats for<br />
sensitive and other species of concern will be managed to prevent downward trends in<br />
populations or habitat capability and to prevent federal listing. Conservation and protection of<br />
ground and surface water resources and habitat linkages and removal of invasive species will be<br />
emphasized. The Big Bear Native <strong>Plan</strong>t Nursery will continue to be the focus for ecological<br />
restoration projects on the national forest.<br />
The identification, evaluation, interpretation and protection of heritage properties will be<br />
emphasized and tribal partnerships will be enhanced. Acquisition of land will be emphasized to<br />
improve administrative and public access, increase recreation opportunities, promote species<br />
recovery and prevent undesirable development. Accurate national forest boundaries along the<br />
urban interface will be reestablished and maintained. Trespass and encroachment will be<br />
reduced. Law enforcement activities will be coordinated with other functional areas for the<br />
protection of national forest resources and the safety of national forest visitors and employees.<br />
