Introduction<br />

As the project for the new <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong> is considered a Major Development, a 12<br />

week (minimum) pre-application consultation process was required prior to the Planning<br />

Application. The purpose of this Pre-Application Consultation (PAC) Report is to outline the<br />

PAC that has been undertaken.<br />

Proposal of Application Notice<br />

Holmes Partnership, as agent on behalf of Renfrewshire Council Housing and Property<br />

Services, submitted a Proposal of Application Notice in a letter dated 24 February 2010.<br />

On receipt of this Application Notice, Renfrewshire Council Planning department advised<br />

that additional information was required prior to the PAC process commencing. Holmes<br />

Partnership submitted a further letter dated 1 March 2010, containing the additional<br />

information requested.<br />

An acknowledgement letter from Renfrewshire Council Planning department dated 2 March<br />

2010, confirmed that the PAC proposals were acceptable and complied with legislative<br />

requirements.<br />

A copy of the letters referred to above are appended to this report.<br />

Stakeholder Consultation<br />

A communications strategy document outlining various stakeholders to be consulted,<br />

including method and frequency of communication, was submitted as part of the Proposal of<br />

Application Notice. This document has been updated throughout the PAC process and a<br />

copy of this is appended to this report, accompanied by the various minutes and notes<br />

resulting from consultation.

Consultation with Community Councils<br />

All Community Councils within the <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong> catchment area, including<br />

<strong>Erskine</strong>, Inchinnan, Langbank and Bishopton were invited to attend a presentation of the<br />

design proposals on 18 May 2010 at <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong>. <strong>Erskine</strong> and Bishopton<br />

Community Councils were represented at the presentation.<br />

As part of the PAC process only <strong>Erskine</strong> Community Council were required to be consulted.<br />

Several members of the Project Team, including representatives from Renfrewshire Council<br />

Education, Housing and Property Services, Senior Management Team from <strong>Park</strong> <strong>Mains</strong><br />

<strong>High</strong> <strong>School</strong> and Holmes Partnership architects, attended to respond to any queries which<br />

are summarised below:<br />

Community use of school?<br />

Response: The facility is primarily for <strong>School</strong> use, however, community use of the sports<br />

facilities and Assembly Hall would be available outwith school hours.<br />

Future proofing of the school?<br />

Response: Areas have been identified where future expansion of the school could be<br />

developed.<br />

Size of the school in relation to the pupil role?<br />

Response: Community Council were referred to the Renfrewshire Council’s Community<br />

Infrastructure Programme board papers for clarification.<br />

Retention of existing Theatre and IT department?<br />

Response: Both these facilities would be demolished as part of the new build proposals.<br />

The assembly hall will be available for community use and has tiered seating similar to the<br />

existing theatre facility.<br />

Generally, the queries related to the proposals as a strategic level and how the facility would<br />

be integrated within the existing community. Overall, it appeared that the design of the<br />

facility was well received.

The Public Event<br />

A public event was held in the <strong>Erskine</strong> Library on 27 May 2010 between 3pm to 8pm and<br />

was advertised within the local newspaper and on Renfrewshire Council’s website. A copy<br />

of the advertisement is appended to this report.<br />

A total of 9 x A1 size exhibition boards were on display (copy appended) which included site<br />

plan, floor plans, cross sections, 3D views and landscape layout. Several members of the<br />

Project Team, including representatives from Renfrewshire Council Education, Housing and<br />

Property Services, Senior Management Team from <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong> and Holmes<br />

Partnership architects, were available during the exhibition to answer any queries.<br />

A total of 61 people, ranging from parents, local residents and pupils past, present and<br />

future, attended the exhibition. Attendees were invited to write any comments into a<br />

comments book, however, there was a limited uptake of this invitation with the majority of<br />

queries discussed verbally. A record of the written comments and the verbal discussion<br />

were recorded and a copy of this is appended to this report.<br />

In response to comments received at the Public Event, a new gate has been incorporated<br />

within the north boundary and the internal path has been re-routed within the site.<br />

Copies of the advertisement were available adjacent to the comments book advising that<br />

further representations could be submitted to Renfrewshire Council Housing and Property<br />

Services within 14 days of the public meeting.<br />

During this 14 day period, there has been one enquiry from a neighbour who was unable to<br />

attend the public meeting. A copy of the exhibition material was forwarded via email to the<br />

neighbour in response, which prompted a discussion regarding the site boundary. The<br />

location of the site boundary has been amended since this discussion.

Pre-Application Discussions<br />

Separate to the statutory pre-application consultation with communities, as series of preapplication<br />

discussions took place to inform the planning process.<br />

Planning<br />

An initial meeting took place with John Smart and Andrew McIlwraith, Renfrewshire Council<br />

Planning Department, on 12 February 2010 to discuss the application process and, in<br />

particular, develop a greater understanding of the requirements associated with a major<br />

planning application and the pre-application consultation process.<br />

A further meeting was held with Andrew McIlwraith on 30 April 2010 to present initial design<br />

proposals for the school, including site layout, building mass and material finishes. At this<br />

meeting, it appeared that there were no major concerns regarding the design proposals.<br />

Further discussion took place regarding the requirement for a Protected Species survey. It<br />

was noted that the application would be submitted outwith season to undertake a full bat<br />

survey and it was agreed in principle that this information was available during the<br />

determination period.<br />

It was also agreed that an online application was encouraged.<br />

Roads<br />

A meeting was held with John Everett, Renfrewshire Council Roads Department, on 30 April<br />

2010 to present the initial design proposals.<br />

Items discussed are noted below and it is likely that these will be highlighted during the<br />

formal consultation process after application submitted;<br />

• No specific requirements relating to drop-off provision, however, principles adopted<br />

within design appear acceptable.<br />

• Traffic calming suggested to the drop off loop, particularly where crossing pedestrian<br />

routes.<br />

• Review pedestrian flow to the site from the wider area.<br />

• Review wider path network outwith site boundary.<br />

• Travel Plan to be developed by Renfrewshire Council and <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong>.<br />

• Cycle provision to be made. Suggested that provision is distrusted around site to align<br />

with pedestrian entrances from various directions. Good to be located adjacent to<br />

entrances for passive supervision.<br />

In summary, the general principles of the design proposals appeared to be acceptable,<br />

however, further detail discussion will be required during determination period.<br />

We refer to our initial meeting of 12 February 2010 regarding a Planning Application for<br />

a new secondary school with associated sports facilities for <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong>,<br />

<strong>Erskine</strong>, on the existing <strong>School</strong> site. Please find enclosed a location plan with red line<br />

boundary illustrating extent of application site.<br />

As the project is considered a Major Development, we write to formally advise our<br />

intention to submit a Planning Application for the new <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong> following<br />

a 12 week (minimum) pre-application consultation process from the date of this letter.<br />

The pre-application consultation process will include :<br />

• A ‘public event’ will be held to allow interested parties to be consulted. This event<br />

will be advertised within the local press no less than one week before the event is<br />

due to take place<br />

• Consultation with various stakeholders as outlined in the enclosed Communication<br />

Strategy prepared by <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong>.<br />

• Meetings with Planning and Roads Departments, as well as any other statutory<br />

bodies suggested by Planning.<br />

A pre-application consultation report (PAC) will be prepared and submitted with the<br />

Planning Application. The PAC will outline the consultation undertaken and the<br />

outcome.<br />

<strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong> – New Build<br />

One of the key factors in the success of any new development or period of change is to<br />

communicate effectively with all stakeholders who have a vested interest in a project’s success.<br />

This does not mean that information is communicated to every stakeholder in exactly the same<br />

manner; rather we must consider which methods are the most suitable, convenient and worthwhile<br />

in meeting the aspirations of the stakeholder, whilst ensuring the successful achievement of the<br />

project. The frequency, level of detail, level of decision making etc will vary for different<br />

stakeholders, although it is important to provide a wide range of information and have mechanisms<br />

to involve and gather input from stakeholders.<br />

This paper highlights the various stakeholders, communication groups & communication methods.<br />

Stakeholders<br />

The New <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong> is a Renfrewshire Council project and a framework document<br />

has been created which provides guidance on the control and delivery of the project at a strategic<br />

Head Teacher’s Letter<br />

Dear parent,<br />

The session so far has been an<br />

extremely busy one with pupils &<br />

staff getting used to the 33 period<br />

week, electronic registration being<br />

introduced and the visit of HMIe<br />

just after the October break.<br />

Prior to Christmas I would like to<br />

take this opportunity to update you<br />

on the achievements of pupils this<br />

session & the latest news from <strong>Park</strong><br />

<strong>Mains</strong> <strong>High</strong> <strong>School</strong>.<br />

HMIe Inspection<br />

I would like to thank all staff for<br />

their hard work & input in<br />

preparing for this event, which<br />

went very smoothly. Overall the<br />

school has received a very<br />

positive report, which will be<br />

published on the 15 December<br />

2009.<br />

All parents will receive a copy via<br />

their child and the Parent<br />

Council will receive general<br />

feedback at the January meeting.<br />

As always there are areas of<br />

improvement to take forward &<br />

the school has already begun to<br />

take steps to address these.<br />

Gordon, along with Laura Kerr,<br />

(French Horn), was also a guest<br />

soloist at a concert given by the<br />

Paisley Philharmonic Society in<br />

Lylesland Church, Paisley in aid<br />

of Accord Hospice. All musicians<br />

performed exceptionally well &<br />

were a credit to themselves & to<br />

<strong>Park</strong> <strong>Mains</strong> Music Department.<br />

Langbank Pupils<br />

Renfrewshire Council as part of their<br />

recent road upgrade in Langbank have<br />

constructed a waiting area opposite the<br />

village store so that our pupils have<br />

somewhere to stand in the morning when<br />

waiting for the school bus.<br />

If your child gets on the bus at the village<br />

store please encourage them to use this<br />

area as they are inclined to wait until they<br />

see the bus before running across the road.

I have enclosed a flyer that can be put in a convenient place at home giving<br />

details of key people to contact if you have any concerns regarding any aspect<br />

of your child’s education. I would actively encourage you to contact the school<br />

to discus any situation about which you are unhappy prior to phoning<br />

Renfrewshire Council. The council’s procedures are to contact the school to see<br />

what steps have been taken in resolving the situation. The vast majority of<br />

complaints can be dealt with & resolved at school level.<br />

PE Department News<br />

GIRLS’ FOOTBALL: Congratulations to the girls’ football team who are off to a great start winning the West<br />

Region ‘Soccer One’ Finals and through to the national Finals where they represented themselves well.<br />

Building on last year’s victory the 7 a side league kicks off after Christmas and the Coca Cola 7s to ensure the<br />

girls have regular competition.<br />

RUGBY: At the beginning of the year, Rugby was introduced to the extra curricular timetable. The boys<br />

represented the school at a tournament organized by Active <strong>School</strong>s where they gave a good account of<br />

themselves against much more experienced opposition. The sessions have continued into this term and have<br />

been moved to a Monday where they will work towards games against other schools in the New Year.<br />

BASKETBALL: In the first round of the Scottish Cup our girls had a resounding victory over Nicolson<br />

Institute, Stornaway & again in the second round against Hermitage Academy, Helensburgh. Their next fixture<br />

is against Boroughmuir, Edinburgh.<br />

COMMUNITY INVOLVEMENT OPPORTUNITIES: We are always looking for parents and young people<br />

to get involved in volunteering opportunities with Active <strong>School</strong> Coordinators, Leeane & Iain. If you would like<br />

4. John Rooney (Director of Education) – HMIe Report<br />

John Rooney provided the council with an account of the recent HMIe inspection report,<br />

contextualising its findings from the council’s perspective. In both the presentation and<br />

subsequent discussion, areas of commendation and areas for further improvement were<br />

highlighted. Emphasis fell on the successes of the school’s Bridge Base unit and the means<br />

of ensuring continuity and progression from S4 into S5 in terms of exam successes. The<br />

council were informed of the poor percentage response of sampled parents to the HMIe<br />

parent questionnaire.<br />

The opportunity was also taken to discuss progress made on the new school build. The<br />

possibility of a parent representative becoming involved in the planning process was raised<br />

with John Rooney; the intention being that the representative could report back to the<br />

council on developments. It was also suggested that the Parent council may wish to invite<br />

the Business Manager to a future meeting to discuss the project further and help insure their<br />

continued involvement in the process.<br />

5. Head Teacher Report<br />

The Head Teacher issued council members with reports for October 2009, November 2009<br />

and December 2009.<br />

6. <strong>School</strong> Aims / Values


The council were presented with copies of the parent questionnaire on <strong>School</strong> Values,<br />

which was issued at the S1 Parent Evening. The Head Teacher informed the council of the<br />

strategy’s success and his intention to do the same at Parent Evenings for other year groups.<br />

The Head Teacher welcomed the agreement of the council to discuss <strong>School</strong> Aims / Values<br />

at a forthcoming meeting.<br />

7. Pupil Representatives<br />

Two S6 pupils were introduced to the council as representatives of the pupil body.<br />

Renfrewshire council’s decision to refuse study leave for pupils preparing for national<br />

exams was raised. It was agreed that the Parent council would write to Renfrewshire<br />

council concerning the issue.<br />

8. Co-Opt members<br />

The chair brought it to the council’s attention that it was possible for the council to include<br />

co-opted members, and asked any member with suggestions to contact him directly by<br />

email or telephone. The possibility of inviting a local councillor was raised.<br />

9. Meeting Start Time<br />

The chair sought opinions concerning the start time of meetings with the suggestion of<br />

moving to a 7.00pm start. No objections were raised to the proposal.<br />

10. AOB<br />

It was agreed that fundraising would be placed on the agenda for the next meeting.

3. New Build<br />

Mr. K. Gray (BSM) provided the council with an update on the progress of the new school.<br />

The initial external land survey has been completed. Over previous months, meetings had<br />

been conducted with the principal teachers of departments and an analysis of their needs<br />

and preferences is being undertaken. The council were given details of the new build focus<br />

group, which comprises of representatives from investment and technical services, finance<br />

and IT, environmental services and Renfrewshire leisure. Mr Gray expressed a desire for a<br />

parent council representative in the group, although acknowledged that meeting times could<br />

be problematic. The chair agreed to attend meetings when possible. A staff working group<br />

has been established to considered the learning environment in the new school and as the<br />

project progresses, it was agreed that parents could best be kept informed via a bi-monthly<br />

newsletter. A draft plan of the new school should be available before the summer.<br />

4. Budget Update<br />

Mr. Gray provided an overview of the school’s finances. He stressed the school’s prudence,<br />

contextualising his account through the projected fall in the school roll over the coming<br />

years. Money will be carried over into the next financial year to help offset this. New<br />

lamps for digital projectors have been purchased and finance was awarded to departments<br />

based upon departmental plans tied to new curricular initiatives. A rolling programme of<br />

CPU renewal is to be introduced in the next financial year.


5. Head Teacher Report<br />

The Head Teacher issued council members with his report for January/February 2010. The<br />

council welcomed the new formatting of the parental newsletter and raised the possibility of<br />

making newsletters available to parents via the school website and/or having them sent<br />

electronically via email. No objections were raised.<br />

6. <strong>School</strong> Aims / Values<br />

Pupils, parents and staff have now all been consulted on the new school aims and values. A<br />

staff workshop in February distilled the results into 4 core values: respect, opportunity,<br />

commitment and community. Mr. Dewar emphasised the last of these as being a pupil-led<br />

choice. The council welcomed the work. The school looks to have these new values in<br />

place for the forthcoming academic session (2010-11).<br />

7. Curriculum Changes and their effects on pupils choices.<br />

Mr. Dewar outlined the impact of change in the curriculum offered by <strong>Park</strong> <strong>Mains</strong> on pupil<br />

choice in the upper school. Subsequent discussion balanced the social advantages and<br />

academic disadvantages of S6 pupils having to travel to undertake selected courses. The<br />

pupil representatives raised concerns about the reliability of the taxi service and the impact<br />

this had on their course attendance.<br />

8. Pupil Representatives<br />

Christine Langlands and Craig Mackay brought several issues to the attention of the<br />

council. The absence of soap and toilet paper in the school’s toilets was discussed, and<br />

after agreement was reached in the need to make all pupils aware of how misuse of these<br />

items affects others, no objections were raised to reintroducing them on a trial basis.<br />

Secondly, the pupil representatives raised the lack of choice for those served last in the<br />

school canteen and it was agreed that the pupil council should approach the canteen staff to<br />

discuss this further. The pupils again raised the question of study leave for prelims and<br />

their wish to have a pupil participation in decisions concerning the new school building.<br />

Finally, they expressed a desire to become a fair-trade school and it was agreed that they<br />

should contact the school’s eco-committee to pursue the matter further.<br />

9. Fundraising<br />

Members put forward a number of fundraising ideas for the school including the collection<br />

of spent ink cartridges from printers. The chairperson asked council members to contact<br />

him directly via email with ideas. It was agreed that a subcommittee would be established<br />

to deal specifically with fundraising issues, and that fundraising would be top of the agenda<br />

at the next meeting.<br />

Mr Dewar presented the proposed curriculum map for session 2010-2011. Members raised<br />

concerns about the reduced teacher contact time for pupils pursuing Advanced <strong>High</strong>ers. In<br />

discussion this concern was balanced against the desire for pupils to develop greater<br />

independent study skills in preparation for University.<br />

5. Parents Evenings<br />

It was agreed that Parents / Guardians should be surveyed about the format of Parents<br />

Evenings for session 2010-2011.<br />

6. Pupil Representatives<br />

With both pupil representatives unable to attend, no issues were raised.<br />

7. Fundraising<br />

It was agreed that the proceeds of the Christmas bag-packing event at the local supermarket<br />

would be split between the school fund and those pupils raising money for the Malawi trip.


8. AOB<br />

The council expressed a concern over a perceived lack of communication between the<br />

school and home over the Malawi trip. It also highlighted the feeling that the pupils<br />

involved required more guidance in how to raise the necessary funds.<br />

A visit took place took to Gleniffer <strong>High</strong> <strong>School</strong> to provide pupils of <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> with an<br />

opportunity to talk to pupils at Gleniffer who had experience the new school and who could provide a<br />

pupil perspective on the new Gleniffer <strong>High</strong> <strong>School</strong><br />

Following a short introduction given by the Head Teacher, Mr Dave Nicholls, the pupils were then<br />

given a tour of the building after which a question and answer session took place.<br />

Introduction<br />

Welcome to the first “New <strong>Park</strong> <strong>Mains</strong> <strong>High</strong><br />

<strong>School</strong> –Pupil/Parent Newsletter” concentrating<br />

solely on issues related to the new school. This<br />

newsletter is intended to communicate to all<br />

pupils, parents and the local community, the<br />

ongoing developments and to keep everyone up<br />

to date. Until now any developments were<br />

included in the main school newsletter.<br />

Recent Developments<br />

Work to develop plans for the new school taking<br />

into account the views of staff and pupils has<br />

continued. A design board and presentation<br />

was shown to the parent council at their last<br />

meeting and detailed plans, diagrams and artist<br />

impressions will be displayed at a public<br />

consultation event in <strong>Erskine</strong> Library on<br />

Thursday 27 May 10 and shared with the Parent<br />

Council at their next meeting on 7 June 10.<br />

External Architectural Plans<br />

In preparation for the new school, a draft<br />

external plan was created by our Landscape<br />

Architect highlighting design examples from<br />

other recent new build schools. Consultation<br />

took place with pupil council representatives<br />

and staff to discuss the various possibilities<br />

around the site and to prioritise their views. This<br />

consultation will shape the plans which will be<br />

made available at the public consultation event<br />

on Thursday 27 May 10.<br />

Staff Communication<br />

Over the past month, extensive communication<br />

has taken place with Principal Teachers<br />

regarding the floor plans for each department<br />

and in relation to both architectural and<br />

mechanical & electrical data sheets. These<br />

room data sheets were agreed and issued to<br />

the project manager to take forward.<br />

May 2010<br />

Staff Working Group<br />

A group of staff continue to meet on a regular<br />

basis to consult and review on emerging issues<br />

in relation to the new school<br />

Communication with Pupils/Parents<br />

K Gray met all pupil council representatives and<br />

updated them on the progress with the new<br />

build.<br />

Following these pupil council meetings, 10 <strong>Park</strong><br />

<strong>Mains</strong> <strong>High</strong> <strong>School</strong> pupils visited Gleniffer <strong>High</strong><br />

<strong>School</strong>. Following a short tour of the new<br />

Gleniffer <strong>High</strong> <strong>School</strong> our pupil council<br />

representatives had a valuable question and<br />

answer session with senior pupils to seek their<br />

views. This group will be meeting again to<br />

discuss the lessons learned.<br />

Pupils will also be updated at Assemblies and<br />

involved in Focus Groups in terms of consultation<br />

with regard to specific aspects of the project.<br />

New <strong>School</strong> Focus Group<br />

This group normally meets on a monthly basis<br />

and comprises HQ staff from the following<br />

departments:<br />

The Parent Council have also been invited to<br />

send a representative to these meetings and<br />

Ken Gray has agreed to update the Parent<br />

Council every second meeting.<br />

Next Steps<br />

It is envisaged that we will submit a formal<br />

planning request to Renfrewshire Council<br />

around mid June 10.

MINUTES OF PRINCIPAL TEACHERS’ MEETING<br />

TUESDAY 16 FEBRUARY 2010<br />

PSE Across the curriculum – G Keltie informed the meeting that most departments had made returns on<br />

the matrix which was provided and other returns were imminent. The Working Group’s next task would be<br />

to cross match the returns and identify what can be delivered in specific subject areas and where any gaps<br />

are likely to be.<br />

Active Learning – B Gillen gave a brief recap on work done to date on Active Learning. He then referred to<br />

the proposed Active Learning Week and recognised that the timing of this week had generated some<br />

discussion. He then proposed that Active Learning be focused on within peer observations in term 3 ie an<br />

aspect of Active Learning could be a focus for a learning visit. B Gillen then informed the meeting the next<br />

task for the Working Group was to set up a folder on the server with Active Learning information and<br />

strategies.<br />

Parents’ Evenings – M Dewar informed the meeting that S4 parents had been surveyed and S2 parents<br />

will also be surveyed regarding the timing of Parents’ Evenings. He also made reference to possibly trialling<br />

one end on Parents’ Night in session 2010-2011. He also explained that the school is actively looking at a<br />

computerised appointment system which has been used very successfuly in other establishments. He than<br />

stated that on the last Parents’ Evening quite a number of appointments were running late and this caused<br />

other appointments to be out of kilter. P.T.s were asked to ask their staff to endeavour to stick to their<br />

appointment times. There was then some discussion around Parents’ Night issues for example housing all<br />

staff in one area and the ringing of bells every five minutes.<br />

Building the Curriculum 5 – Assessment – This document will be issued to all teaching staff during the inservice<br />

day. M Dewar issued a paper entitled Building the Curriculum 5: A Framework for Assessment<br />

which is a paper devised by Renfrewshire Head Teachers. He also issued an exemplar from the Music<br />

Department as an example of good practice of departments matching outcomes to an existing S1 Course.<br />

New Build – K Gray issued a draft paper on possible adjacencies and asked P.T.s to discuss this with their<br />

departments. He will arrange to see Principal Teachers regarding this and accommodation issues over the<br />

next week.<br />

Staff Absence – E Wilson had asked that the issue of departments being informed of staff absence be<br />

raised at the meeting. V McKay stated that the office always pass on the information which they receive<br />

and that she and K Gray should endeavour to do the same. V McKay then reminded P.T.s that should they<br />

know of a planned absence they should put a pink slip regarding cover down to herself or K Gray the day<br />

prior to the absence. J McKeown asked that a reminder be put out to staff of the school mobile number and<br />

the importance of phoning the school as early as possible. V McKay agreed to put out a reminder to staff.


DISCUSSION ITEMS<br />

Curriculum for Excellence – Curricular Structures – M Dewar gave a presentation on proposed<br />

curricular models to accommodate Curriculum for Excellence. There was general discussion around<br />

various aspects of these models and the possible implications for <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong>. M Dewar will<br />

ask for a response from departments on these models.<br />

Feedback on 33 Period Week - M Dewar led a discussion on various aspects of the move to a 33 period<br />

week including the issues regarding the electronic registration. M Dewar explained his reasons behind the<br />

issuing of information to P.T.s of registration issues in their departments and apologised for any upset this<br />

may have caused. Various issues were discussed including problems with equipment facilitating the taking<br />

of registration, staff not being aware registration had not been recorded successfully, the issuing of<br />

information to P.T.s/individual staff regarding issues with registration, supply staff recording registration,<br />

staff assigned to teaching particular sections and late coming. There was broad agreement that it was<br />

acceptable that P.T.s be issued with information relating only to their own departments and that they then<br />

speak to department colleagues. If issues are not then resolved P.T.s may ask their SMT link for<br />

assistance. Registration procedures will be reviewed after Easter.<br />

MINUTES OF PRINCIPAL TEACHERS’ MEETING<br />

Monday 19 April 2010<br />

M Dewar opened the meeting by welcoming C Wake, Acting PT Guidance and G McMillan, Project Manager<br />

for PMHS New Build<br />

PREVIOUS MINUTES – accepted<br />

MATTERS ARISING<br />

New Build – K Grey informed the meeting that the board displaying plans will be displayed in the staffroom<br />

from 20/04/10. G McMillan then addressed the meeting explaining that the next phase of the new build<br />

would involve Principal Teachers Subject in checking room data sheets. These will be issued with a<br />

template to ensure all requirements are being met. It is likely that these sheets will be issued by 23/04/10<br />

and there will then be a 2 week turnaround for teaching rooms with practical areas having a 3 week<br />

turnaround as the data sheets are more challenging. When completed the data sheets will be used heavily<br />

in the design process and they cannot be changed at a later date therefore they need to be accurate when<br />

submitted. K Gray stated that he will arrange a programme of meetings with PTs. He also emphasised the<br />

importance of meeting the specified timescales.<br />

G McMillan informed the meeting that it was expected that the new build would be completed by August<br />

2012.<br />

Embedding PSE Across the Curriculum - G Keltie gave an update on this process. He thanked PTs for<br />

their replies and informed the meeting that most responses identified areas which are currently being<br />

addressed in subject areas.<br />

G Keltie then issued a matrix for S3 PSE Topics, indicating which areas will be addressed by specific<br />

departments. He stated that the next step would be for departments to tie in what they were doing with the<br />

4 capacities and also to indicate a timescale for when topics will be covered. PTs Subject will be issued<br />

with a matrix sheet for this exercise for S1 - 5.<br />

Curriculum Models – Feedback Proforma – M Dewar issued a proforma for PTs to feedback on the<br />

previously issued curriculum models. He stated that the model PMHS chooses may change and it was<br />

likely that Renfrewshire Council would have 3 models with which all schools would have to dovetail.<br />

M Dewar asked for responses to the previously issued models by Friday 7 May on the proforma sheet or<br />

attach departmental minutes if they cover areas on proforma.<br />

PTs’ Evenings – M Dewar gave an update on parental surveys regarding the timing of Parents’ Nights. S2<br />

and S4 parents were surveyed.<br />

50% of the S4 parents who responded wished to retain the 5.45pm start to Parents’ Evenings and 45% of<br />

S2 parents who responded also stated this as their preferred option. M Dewar stated that next session the<br />

S1 Parents’ Evening would start early and attendance would be monitored. He then went on to state he<br />

now plans to survey parents and staff regarding various aspects of Parents’ Evenings – timing, particular<br />

days, location, ringing of bells. He will also contact PMHS’s associated primaries to gather a picture of how<br />

Parents’ Evenings are organised there. When all information has been gathered he will report back to staff.<br />

INFORMATION ITEMS<br />

HMIe Action Plan and <strong>School</strong> and Department Improvement Planning – M Dewar issued a draft of<br />

action points for the HMIe Action Plan. Renfrewshire Council is happy with these. This plan will obviously<br />

impact on the <strong>School</strong> Improvement Plan. M Dewar then issued a consultation paper on improvement<br />

planning and talked through aspects of it. He advised that Department Improvement Plans be brief and<br />

specifically focused. He asked for feedback on the Improvement Planning Paper to be made to him as


equired by 26/04/10. V McKay then informed the meeting that she has a small working group which will<br />

write the <strong>School</strong> Improvement Plan and prior to this departments will be issued with paperwork to enable<br />

them to review some of last year’s targets.<br />

Department Review 2009/10 and Standards and Quality Report – M Dewar issued revised paperwork for<br />

this session’s Department Review. He stated that the process should be much easier this session due to<br />

work carried out by departments prior to the HMIe visit. M Dewar gave guidance on completing the<br />

Departmental Review paperwork which will be placed on the server. Departmental Review paperwork has<br />

to be submitted to M Dewar by 4/06/10. M Dewar then issued a template for PTs to complete a Standard<br />

and Quality Report.<br />

There was some discussion around the format of this report. M Dewar will reflect on the points made and<br />

come back to PTs.<br />

(M Dewar issued a deadlines paper for information to PTs)<br />

Readers and Scribes for SQA Examinations – V McKay explained that traditionally Support for Learning<br />

and Support Staff had only been used as readers/scribes but due to the number of pupils requiring<br />

Additional Assessment Arrangements and tightness of timetables some teaching staff may be required to<br />

assist. She asked that, if requested, department support would be most appreciated.<br />

Literacy and Numeracy Updates – V McKay gave an update on Literacy stating that Lesley Murphy had<br />

taken on the role of chairing the Literacy Working Group. V McKay then showed the finalised Literacy<br />

Check and stated that copies of this will be issued to PTs to be displayed in each class. The English<br />

department will familiarise pupils with the Literacy Check and all class teachers are asked to refer to it when<br />

discussing pupil work.<br />

K Russell then gave an update on Numeracy and issued a booklet entitled “Numeracy across the<br />

Curriculum” which will also be placed on the server. The booklet was designed to be used by pupils, staff<br />

and parents to ensure consistency in approaching aspects of Numeracy. She asked that PTs discuss this<br />

booklet with departments and feedback any comments to her by 14/05/10.<br />

DISCUSSION ITEMS<br />

Improving Quality Policy – Peer visits – A Mather issued a framework for peer observations outlining how<br />

these visits should be organised. She highlighted various aspects of the paper and asked that general<br />

feedback on the visits be made through DM Minutes.<br />

NQ Review Process – M Dewar stated that there had been an increase of over 60% in the number of<br />

change of level forms generated by departments and that around 50% of pupils had accepted department<br />

advice. J Young then stated that the NQ Review process had worked efficiently for the first 2 years but this<br />

session the huge increase in the number of forms made the exercise less effective. There was some<br />

discussion around the issues and possible ways forward and a number of points were raised – concern<br />

regarding pupils and parents not taking teachers’ advice, the possibility of introducing an Early Warning<br />

letter, concern over pupils slotted in to subjects late and then lacking motivation, concern over bi/tri level<br />

teaching, different guidelines used by departments in making recommendations.<br />

Reports – M Dewar reminded PTs to sample staff reports.<br />

SQA – K Gray reminded PTs that estimates were due to him by 19/04/10. He then stated that regarding the<br />

uplift of materials he could extend the deadline to 21/04/10. K Gray hopes to issue timetables to pupils this<br />

week and is currently working on rooming. He asked that PTs ensure that all pupils are presented at the<br />

right levels so that seating plans can be done accurately.


Introduction<br />

Welcome to the first “New <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong>”<br />

newsletter. This newsletter is intended to<br />

communicate to all staff, the ongoing developments<br />

and to keep everyone up to date. In addition to this<br />

newsletter, staff can access an electronic diary which<br />

provides details of visitors, meetings etc. which are<br />

taking place and the reasons for these.<br />

Recent Developments<br />

In the later part of December and in early January,<br />

much of the activity surrounded the gathering of<br />

information in relation to the school accommodation.<br />

Principal Teachers were also consulted to obtain<br />

their views on the accommodation required within<br />

their own department (both needs and preferences).<br />

External Land Survey<br />

In preparation for the new school, an initial survey of<br />

the ground conditions on the land which the new<br />

school will occupy took place and a further more<br />

detailed survey will take place over the coming few<br />

months.<br />

New <strong>School</strong> Focus Group<br />

This group normally meets on a monthly basis and<br />

comprises HQ staff from the following departments:<br />

• Investment & Technical Services<br />

• ELS<br />

• Finance & IT<br />

• Renfrewshire Leisure Ltd (RLL)<br />

• Planning & Transport<br />

• Environmental Services<br />

The school are also represented at every meeting.<br />

Various other departments have part-time members<br />

who will attend when issues pertaining to their<br />

remit/responsibility are being addressed.<br />

Staff Working Group<br />

The group met at the last inset day in October and<br />

are due to meet again during the February inset day.<br />

February 2010<br />

Thereafter the group will meet as a minimum every<br />

month (Monday lunchtimes) in addition to inset day<br />

and whole school activity meetings when scheduled.<br />

Any member of staff wishing to raise an issue for the<br />

group to discuss should contact K Gray to make the<br />

necessary arrangements. The group welcomes any<br />

input (comments, suggestions, questions etc.) from<br />

staff.<br />

Staff Communication<br />

The Headteacher wrote to all staff in November,<br />

inviting staff to attend a staff meeting in relation to a<br />

Staffroom and Departmental Bases and possibly an<br />

Assembly Hall. There were a couple of written<br />

responses from staff unable to attend this meeting<br />

and this has been reviewed along with opinion<br />

received at the meeting.<br />

We have a CfE Teaching Group chaired by the<br />

Headteacher and supported by Michael Burke,<br />

looking at teaching methodologies and possible<br />

developments in the use flexible learning spaces.<br />

Input from this group will allow the design team to<br />

incorporate this feedback into the new school design.<br />

At the second inset day in February, an update will<br />

be given to all staff by K Gray followed by a<br />

presentation by Michael Burke.<br />

Staff are reminded that an electronic diary of events<br />

and electronic newsletters are available in the “Staff”<br />

folder in the sub folder entitled ”New <strong>Park</strong> <strong>Mains</strong><br />

<strong>High</strong>“. Also contained in this folder are the action<br />

plan was created by our Landscape Architect<br />

highlighting design examples from other recent new<br />

build schools. Consultation took place with pupil<br />

council representatives and staff to discuss the<br />

various possibilities around the site and to prioritise<br />

views. This consultation will shape the plans which<br />

will be made available to staff and the public at the<br />

consultation event on Thursday 27 May 10.<br />

The group met again on 19 April 10 where we<br />

considered the layout plans for each floor and the<br />

draft external landscaping plan and varying options.<br />

All parties gave a brief introduction to themselves, their<br />

experience of school new builds/refurbishments and their<br />

aspirations for the working group. KG reminded all in<br />

attendance that their knowledge of the requirements of their<br />

subject area should be combined with a holistic view of the<br />

needs of the school.<br />

KG discussed the previous communication methods used<br />

(staff and parental newsletters, electronic diary of events,<br />

folders in staff folder etc.) and all agreed the preference for<br />

electronic methods of communication.<br />

The group discussed the frequency and timings of<br />

meetings. It was agreed that meetings should take place on<br />

inset days, with additional meetings scheduled for Monday<br />

lunch-times if required to suit the working patterns of the<br />

<strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong>, <strong>Erskine</strong><br />

Public Exhibition held at <strong>Erskine</strong> Library<br />

27 May 2010<br />

As part of the pre-application consultation process a Public Exhibition of the new <strong>Park</strong> <strong>Mains</strong><br />

<strong>High</strong> <strong>School</strong> was held in the <strong>Erskine</strong> Library on 27 May 2010 from 3pm to 8pm.<br />

A total of 9 x A1 size exhibition boards were on display (copy attached) which included site<br />

plan, floor plans, cross sections, 3D views and landscape layout. Several members of the<br />

Project Team, including representatives from Renfrewshire Council Education, Housing and<br />

Property Services, Senior Management Team from <strong>Park</strong> <strong>Mains</strong> <strong>High</strong> <strong>School</strong> and Holmes<br />

Partnership architects, were available during the exhibition to answer any queries.<br />

A total of 61 people, ranging from parents, local residents and pupils past, present and future,<br />

attended the exhibition.<br />

A ‘comments book’ was available for attendees to use. Comments received as follows :<br />

• Would be nice to get outside tennis courts.<br />

• Some children have mentioned locker provision.<br />

- looks great in general.<br />

- PE provision during transition will be of concern to some parents, can people be<br />

reassured of no real concerns / loss to children.<br />

• A very good resource for the community. Ditto regarding tennis courts.<br />

Other comments received during conversation were as follows :<br />

• Concern re common room adjacent to library. Exams will be in assembly Hall.<br />

• Doesn’t look very unique.<br />

• Is it a flat roof?<br />

• How does decant work, in particular PE/pitch provision?<br />

• Public meeting not advertised well to pupils within school.<br />

• Internal path should be retained within site and not extend to fenceline.<br />

• Pitches available for community?<br />

• What type of renewable will be incorporated?<br />

• Is swimming pool closing when school re-opens?<br />

• What is happening to stables?<br />

• Positive comments regarding community use, really like proposals.<br />

• Will the kids lose pitch provision?<br />

• New school looks smaller than existing.<br />

• Extent of glazing - any concerns regarding vandalism?<br />

• Barhill Road – will it be opened up or enhanced in any way, as it is well used by kids?<br />

• What are programme dates to demolish existing school and finish pitches?<br />

• Are cycle racks covered? Lockable?<br />

• Concern that there is no gate on the north fenceline to access the school from Barhill<br />

Road when being used for community, will require to walk round entire site to the<br />

gate off roundabout.<br />
