Capital Program, continued<br />
The <strong>2012</strong>-2016 core capital and State of Illinois<br />
Bond program allocate $218.5 million for station<br />
and parking improvements. Of that total, the State<br />
of Illinois Bond Program will provide resources for<br />
engineering and construction of station improvements<br />
throughout the <strong>Metra</strong> system in the<br />
amount of approximately $135.7 million.<br />
Preventive Maintenance<br />
Optimally, the Capital program is the result of<br />
proactive strategic decisions driven by available<br />
resources, worthy investments, asset preservation<br />
and system longevity.<br />
The potential adverse e ects of diverting capital-<br />
eligible funds to operations repetitively include:<br />
unscheduled repairs that can result in service<br />
delays; deteriorated structural conditions that can<br />
result in slow orders; deteriorated yard conditions<br />
that can result in ine cient maintenance; electronics<br />
obsolescence that can result in slow orders;<br />
and vehicles and equipment utilized beyond their<br />
useful life, which can yield slow response time.<br />
In recent years, <strong>Metra</strong> has relied on funds designated<br />
for preventive maintenance to plug holes in<br />
its operating budget. For <strong>2012</strong> and beyond, capital<br />
eligible funds will no longer be diverted to operating<br />
expenses.<br />
