that the SEATs each ma<strong>de</strong> two retardant drops prior to this time. While on the ground at Prescott,<br />

Air Attack and the SEATs fueled and ate lunch. ICT4 instructed the SEATs to fly to the Wickenburg<br />

base as soon as it opened in case “something happens this after<strong>no</strong>on.” At 1238, the Air Attack<br />

platform pilot <strong>no</strong>ticed an oil leak and took the aircraft out of service. Dispatch <strong>no</strong>tified ICT4 of the<br />

Air Attack platform’s unavailability and stated, “We <strong>do</strong>n’t need the air attack unless we get more<br />

starts.” At 1438, the ATGS reported the Air Attack aircraft back on contract availability. At 1442,<br />

ICT4 released the Air Attack from Prescott to return to their home base at Phoenix-Mesa Gateway<br />

Airport. Dispatch relayed the release to the pilot at 1525.<br />

By mid-after<strong>no</strong>on, State of Arizona personnel opened the Wickenburg base, approximately 36<br />

nautical miles closer to the inci<strong>de</strong>nt than the Prescott ATB. At 1455, Dispatch or<strong>de</strong>red the SEATs T-<br />

413 and T-830 to ferry (fly) from Prescott to the Wickenburg base. A few minutes after the SEATs<br />

<strong>de</strong>parted, a general weather update <strong>no</strong>ted, “thun<strong>de</strong>rstorms are building up <strong>no</strong>rtheast of Kingman<br />

to the I-40 moving south.” At 1511, T-413 an<strong>no</strong>unced, “Landing assured at Wickenburg” where<br />

both SEATs went on hold to respond to any new fires.<br />

At about 1600, ICT4 requested the launch of an Air Attack for a recon flight over the fire, followed<br />

10 minutes later by a request to launch two SEATS. Dispatch informed ICT4 that only one of the<br />

two SEATs at Wickenburg was available, as they were holding the other SEAT for a potential<br />

launch to a new fire near Kingman. ICT4 reported to Dispatch they were still having problems<br />

catching the fire and were going to sling more retardant on it if nee<strong>de</strong>d, but would wait until Air<br />

Attack got over the fire to <strong>de</strong>termine if more was necessary. At 1620, Air Attack reported they<br />

were 20 minutes out from the fire (ETA 1640). Shortly after Air Attack arrived, ICT4 or<strong>de</strong>red the<br />

closest heavy helitanker, which is based at Prescott. Over the next 20 minutes, there was<br />

confusion about the status of the helitanker or<strong>de</strong>r, between the dispatcher, the Southwest<br />

Coordination Center (SWCC), and ICT4.<br />

At about 1700, ICT4 reported the fire had jumped the road on the east si<strong>de</strong>, but had quieted <strong>do</strong>wn<br />

some, was about two acres, and the SEAT should be effective. About 15 minutes later, ICT4<br />

or<strong>de</strong>red a heavy airtanker and reported that the slop over was about two acres and increasing, the<br />

overall fire was about six acres, and that there were 12 to 15 personnel on the hill that would stay<br />

in place. He further reported that there were <strong>no</strong> structures threatened at the time but in the next<br />

24 to 48 hours, the towns of Peeples Valley and <strong>Yarnel</strong>l may be threatened. At 1703, ICT4 asked<br />

Dispatch if the other SEAT was available and about the status of the helitanker. Dispatch replied<br />

they had <strong>no</strong>t had time to look at that. At 1707, ICT4 or<strong>de</strong>red one Type 1 large airtanker (LAT).<br />

The remaining SEAT, which had been holding in Wickenburg, launched at 1722 to support the<br />

inci<strong>de</strong>nt.<br />

At 1742, Dispatch reported that the LAT T-06 in Albuquerque (308 nautical miles away) and<br />

Helitanker H-736 in Prescott (23 nautical miles away) had <strong>de</strong>clined the resource or<strong>de</strong>rs due to<br />

severe weather concerns. Aviation Resource Or<strong>de</strong>rs A-7 and A-8 show “Cancelled UTF” for T-06<br />

and H-716.<br />

At 1745, Dispatch offered the inci<strong>de</strong>nt a Very Large Airtanker (VLAT), a DC-10 capable of carrying<br />

5,000 gallons of fire retardant when or<strong>de</strong>red in the large airtanker class and 11,400 gallons when<br />

<strong>Yarnel</strong>l <strong>Hill</strong> Fire Serious Acci<strong>de</strong>nt Investigation 97
