According to the NIMS Integration Center, emergency management and response personnel<br />

already trained in the ICS using the NIMS ICS curriculum mo<strong>de</strong>l <strong>do</strong> <strong>no</strong>t need retraining if their<br />

previous training is consistent with the Department of Homeland Security standard. This previous<br />

training would inclu<strong>de</strong> (but <strong>no</strong>t be restricted to) courses managed, administered, or <strong>de</strong>livered by<br />

the Emergency Management Institute, the U.S. Fire Administration’s National Fire Aca<strong>de</strong>my, the<br />

National Wildfire Coordinating Group, the U.S. Department of Agriculture, the Environmental<br />

Protection Agency, and the U.S. Coast Guard.<br />

The 2013 Fire Manual for the PFD states the NIMS requirement is <strong>no</strong>w mandated. All fire personnel<br />

will take IS-700 starting January 2013 and, when nee<strong>de</strong>d, will take IS-800.<br />

PMS 310-1<br />

The National Interagency Inci<strong>de</strong>nt Management System Wildland Fire Qualification System Gui<strong>de</strong>,<br />

PMS 310-1, is in compliance with and supports the ability of agency personnel to meet the<br />

requirements of the NRF and the NIMS. Developed un<strong>de</strong>r the sponsorship of the NWCG, PMS 310-<br />

1 is <strong>de</strong>signed to:<br />

• Establish minimum requirements for training, experience, physical fitness level, and<br />

currency standards for wildland fire positions, which all participating agencies have agreed<br />

to meet for national mobilization. Standards may be augmented to meet specific needs<br />

within an agency, but the augmentation can<strong>no</strong>t be imposed by an agency on its<br />

cooperators who meet the minimums outlined in this gui<strong>de</strong>.<br />

• Require any organization or agency providing resources for a national interagency request<br />

for all types of wildland fire inci<strong>de</strong>nts to meet the minimum NWCG requirements <strong>de</strong>scribed<br />

in the PMS 310-1.<br />

• Allow cooperating agencies to jointly agree upon training, experience, physical fitness level,<br />

and currency standards to meet fire management needs for wildland fire (wildland fire<br />

inclu<strong>de</strong>s wildfire and prescribed fire).<br />

SOG 804: Arizona’s Supplemental Requirements<br />

AZSF a<strong>do</strong>pted “Standard Operational Gui<strong>de</strong>line Section 800, Training/Qualifications (SOG 804)” as<br />

a supplement to the PMS 310-1. Effective May 6, 2013, it superse<strong>de</strong>d the State’s FM Policy 25<br />

dated November 22, 2005. SOG 804 establishes the minimum criteria required for certification as<br />

an AZSF employee or as personnel operating within a Cooperative Fire State Agreement with the<br />

AZSF. SOG 804 exceeds fe<strong>de</strong>ral agency requirements and should be ack<strong>no</strong>wledged for establishing<br />

and launching highly skilled and qualified wildland firefighters.<br />

The number of hours, the variety and complexity of assignments (experience), and the diversity of<br />

training evaluators are important to the Arizona State Wildfire Qualifications Review Committee in<br />

<strong>de</strong>termining whether an individual is fully prepared for wildland positions. Examples of SOG 804<br />

requirements that supplement the PMS 310-1 requirements are as follows:<br />
