o Lack of process<strong>in</strong>g and value add<strong>in</strong>g<br />
There is a strong <strong>in</strong>terest<strong>for</strong> more <strong>in</strong>vestment <strong>in</strong> process<strong>in</strong>g and value add<strong>in</strong>g by farmers and local<br />
leaders, particularly <strong>for</strong> perishable commodities, such as milk, fruits and vegetables. Various milk<br />
cool<strong>in</strong>g plants, cheese and yogurt producers and a fruit process<strong>in</strong>g enterprise <strong>in</strong> Kasese are<br />
examples of <strong>in</strong>dustries that are already function<strong>in</strong>g <strong>in</strong> the southwest. Equally cotton g<strong>in</strong>neries, tea<br />
and coffee factories and gra<strong>in</strong> mill<strong>in</strong>g facilities, honey market<strong>in</strong>g associations added value to less<br />
perishable products. Data from Bushenyi District shows that there are large numbers of coffee<br />
and tea factories as well as milk cool<strong>in</strong>g plants. This is facilitat<strong>in</strong>g farmer expansion <strong>in</strong> these key<br />
cash crops. However, the number of other processors <strong>in</strong> the district (e.g. bakeries, animal feeds)<br />
is very low. This is characteristic of the other districts as well. Of course, catalyz<strong>in</strong>g or<br />
strengthen<strong>in</strong>g rural non-farm development is an age-old problem that is not easily solved.<br />
