5.2.4 What next ?<br />

To make options <strong>for</strong> agricultural <strong><strong>in</strong>tensification</strong> available to farmers <strong>in</strong> <strong>SW</strong> <strong>Uganda</strong>, a range of<br />

support measures could be considered:<br />

(1) Support decentralized seed and plant<strong>in</strong>g material multiplication<br />

• Formal <strong>in</strong>itiatives<br />

• In<strong>for</strong>mal <strong>in</strong>itiatives<br />

• Quality control systems<br />

(2) Support adaptive research and development activities<br />

• Practical tra<strong>in</strong><strong>in</strong>g and experience shar<strong>in</strong>g <strong>in</strong> participatory plann<strong>in</strong>g, research and<br />

development approaches / methodologies <strong>for</strong> research and development organizations as<br />

well as <strong>for</strong> appropriate sections of local government.<br />

• Support to ARDC and NAADS <strong>in</strong> <strong>SW</strong> <strong>Uganda</strong><br />

• Support to other research and development <strong>in</strong>stitutions conduct<strong>in</strong>g adaptive research and<br />

development<br />

• Support to local government<br />

(3) Support <strong>in</strong><strong>for</strong>mation delivery<br />

• Ensure good documentation of the <strong>in</strong>itiatives supported under (1) and (2).<br />

• Make available the technical <strong>in</strong><strong>for</strong>mation <strong>in</strong> appropriate <strong>for</strong>m <strong>for</strong> farmers, local leaders,<br />

CBOs and NGOs.<br />

(4) Bottom up approach<br />

• decentralization has empowered local leaders at various adm<strong>in</strong>istrative units to address the<br />

highly recognized (see District Development Plans) issues of agriculture and environment.<br />

However, local government has to deal with a range of conflict<strong>in</strong>g demands <strong>for</strong> their resources<br />

and often agricultural production and environment do not score high <strong>in</strong> resource allocation.<br />

• many local government officers <strong>in</strong> the southwest are very capable, hardwork<strong>in</strong>g, and have<br />

some resources at their discretion.<br />

• Policies <strong>for</strong> community driven processes have been <strong>in</strong>itiated and projects need to pay<br />

attention to these priorities (e.g. <strong>in</strong> District Environmental Action Plans)<br />

• Local ownership of projects from the outset is a key component <strong>for</strong> the success of projects.<br />

• Support to the policy <strong>for</strong>mulation <strong>for</strong> land management at both local and central levels is<br />

crucial <strong>for</strong> successes <strong>in</strong> land management.<br />

(5) Build up databases to be able to assess progress and adjust where necessary<br />

• The are major gaps <strong>in</strong> the systematic collection and documentation of data on<br />

environment, agriculture and agricultural practices.<br />

• There is however an <strong>in</strong>creased <strong>in</strong>terest <strong>in</strong> data collection and process<strong>in</strong>g by local<br />

government which requires more local data <strong>for</strong> efficient decentralized adm<strong>in</strong>istration.<br />

• Many NGOs and extension (e.g. <strong>in</strong> Kasese District) are active <strong>in</strong> data collection ef<strong>for</strong>ts to<br />

<strong>in</strong>crease knowledge bases and they can become partners <strong>in</strong> the process<br />

(6) Market development may assume equal or greater emphasis than production enhancement<br />

• Farmers and extension throughout the southwest mention market issues as a high priority<br />

• Evidence suggests that <strong>in</strong>tegration with wider markets <strong>for</strong> some commodities is poor and<br />

over production becomes a concern<br />
