PAINTING & DECORATING The qualifications which relate to the painting and decorating skills wish-list are SVQ levels 2 and 3 in painting and decorating, Advanced Craft Painting and Decorating, HNC Sign Design and Graphics, HND Architectural Conservation and HNC Painting and Decorating Supervision. The Painting and Decorating SVQ levels 2 and 3 cover 63% of the wish-list skills. The skills not covered mainly relate to manufacturing of painting and decorating materials, and specialist skills or applications. All of the relevant qualifications seem to focus on the interpretation of given specifications rather than the assessment of historic paint schemes and the techniques which may be appropriate in such instances. It should be noted that some of these skills are covered in the qualifications outwith the apprenticeship route, so units do exist which contain elements of the missing wish-list skills. An example of this is a HNC in Sign Design and Graphics unit (F0N8 34) which asks students to “produce a sign design which meets planning requirements (including) a listed building or a building in a conservation area”. Only Edinburgh’s Telford College presently teaches HNC Sign Design and Graphics. Thirteen colleges currently offer painting and decorating apprenticeship courses, and 9 offer Advanced Craft. In addition, several provide introductory/ ESF courses and four offer HNC Painting and Decorating supervision, with only the Scottish Lime Centre Trust offering a traditional decoration based course.
