mm editorials PAGE 2 — SECTION TWO TUESDAY, AUGUST 26,1980 THE SENTINEL-LEDOER, OCEAN CITY, N J, Concern for value must continue as resort hallmark With less than a week to go until Labor Day, Ocean City merchants are preparing for the fall while winding up what has been for virtually everyone the best season in this resort's history. While many believe that this year began a trend in which more and more people from the vast metropolitan areas within a day's drive of the Jersey Shore are deciding to spend their vacations nearer to home rather than traveling because of the high cost of gasoline, it is fortunate that the Ocean City business community did not try and take unfair advantage of this unexpected bonanza. If indeed this is part of a new trend, more than anything else it is indicative of the fact that the American tourist is beginning to take greater care in utilizing the vacation dollar and will be looldng for the test value. As can be seen by the anger of fire company conventioneers in Wildwood, visitors who feel they are being gouged by greedy merchants this year will seek refuge elsewhere next year. There probably are some business people In Ocean City — particularly amoni those who are m-advised a bout resort areas and have moved in hoping to make a quick buck before moving on —who feel they need not worry about providing value in their product line or service, but for the most part this resort's merchants are hardworking people who have invested years of toil building their firms and realize the need to support a complete spectrum of entertainment and recreation activities for visitors here, While a good deal of the tax bill in Ocean City goes to support the law enforcement services which have enabled the town to maintain its reputation as a safe community which is relatively free of the rowdiness that plagues other resorts, a large portion also goes to underwrite a recreation program which would compare favorably with any in the United Sates and a vast array of free entertainment programs under the auspices of the public relations department. Visitors often don't realize the vast amount of tax dollars it takes to support these services and programs; they also often don't understand that only by having a healthy business community can a town raise the funds needed to provide these services and to keep the beaches clean and safe. Fortunately, Ocean City does indeed have a healthy business community in which its members understand the need for providing the tax funds to support tourists* needs. And, not only are they willing to continue to back visitor attractions supported by ta^x dollars, but many also go beyond this and provide additional entertainment for their patrons. One of the best examples this summer was the puppet theatre presentations last week which were underwritten by three south end merchants. These business people had had a banner season and didn't need to dig into their profits to attract more patrons, but they did want to show their appreciation by providing an added bonus to encourage tourists to return to Ocean City next year. Puppet theatre shows provided free of charge all last week by south end merchants is the type of value in services and programs which Ocean City and its business community must continue to provide for its visitors, • It is this type of responsible response to the needsof resort visitors which has enabled Ocean Qty to eontlnut to prosper. And, in tplte of any trend which may provide new hordes of tourists, continued concern for providing high quality services and programs will be needed if this resort is to carry its healthy growth into the 21st century. features For needed resolution Hazardous waste problem must catch public attention ' By DAVID F.MOORE Executive Director New Jersey - Conservation Foundation Something important has been happening during the past year or so, not only in this state we're In but throughout lie country. It's thi growing public polarization about threats of toxic swlil bequeathed to us all by the greedy, the selfish, the unwitting and the homlcldaL Society In general, which means all of us, has been very slow to recognize thJt growing threat. We've emulated the ostrich, which allegedly buries its head In the sand to avoid confronting reality. It wasn't until our beaks began to dissolve, figuratively, at places Uke Love Canal and the Chemical Control dump in Elizabeth Out we woke up. Itie predictable result is bat an aroused public Is looking for somebody to blame. Somebody else, that Is. Logically, the heat is being directed at the various governmental agencies which are supposed to be cleaning up the mess. Here In New Jersey, the target Is the Department of Environmental Protection which, Uke the rest of us, has been a little slow to get its act together toxic waste-wise, fife Het that DEP is clearly ahead of any other comparable state agency means nothing when it's my well, or your well, that's polluted. My point in belaboring the obvious is that before any governmental agency really gets moving, it has to be literally driven by an aroused public. This public push must be so strong that every legislator will be afraid not to vote for increased appropriations to beef up the puny forces of government in this new war, The focus of this public demand is die key to the situation, and it hinges on understanding of complicated issues and priorities. Ifte public has got to understand ttat literally nobody yet realizes the scope of the toxic damage which has been allowed to plague our land. It must learn Oat once an aquifer is tainted, it will stay that way for an unknown length of time, and that our emphasis mult be directed toward keeping other aquifers dean while we still make haste to clean up all the poisons that we can uncover. Above and beyond all that, there looms the overriding problem of what to do with fee fresh toxic wastes generated every day here and eslewhere. The answers remain few and imperfect: incineration, chemical and biological neutralization and very careful landfilllng. As it is now, toxic waste producers find disposal illegal or expensive. They are looking elsewhere — Uke in other states, or midnight dumping In old Iron and coal mines, in piles of steel drums in warehouses, or by pulling the plug on tank trucks while they cruise along some lnterstates in the rein. Hysteria won't help. Fm reminded of this because DEP and the Delaware River Basin Commission recently announced results of a geological survey pinpointing underground formations which would Insulate hazardous waste landfills from aquifers. It turned out that the beat such clay formation, or aquaclude, runs in a narrow band approximately from Raritan Bay to Salem County. It next turned out that, without any attempt being made as yet toidentify the best sites for such landfills, people aU up and down that formation began screaming, "Don't put it here. We don't want a Love Canal." Who can blame them? Once sensitized, we all get upset at to prospect Of something like mat In our neighborhood. Unfortunately, the stuff has to go somewhere, yet the public outrage needed to spur and Chemical Warfare arms bureaucracy threatens to of the Pentagon than dammake it even more inef- building and poison gat* factual, making. Recently I wrote here that big federal installations such as military bases should be utilized for incinerator* and. hazardous, waste landfills, on fee premise that they'd be far enough away from local populations to avert political stalemates on siting such facilities and Oat they're already storing and disposing of toxics in such places. Laws, however, mean little if they aren't strictly enforced. Thit'i why there was considerable skepticism kit year about the wisdom of transferring the responsibility for enforcing the amended ADEA from the Department of Lab or to the Equal Employment Opportunity Commission. Although gains could conceivably result from consolidating the government's anti-discrimination activities within a single agency, the EEOC was already beset men by an enormous backlog of sex and race discrimination complaints, and these were doubt* mat it could take on additional duties without weakening me overall enforcement effort One year later, EEOC critics say many of their worst fears have come to pass. They point out.that, while the Labor Department maintained more than 300 'flffr^mi' arouml the countrv when employees could fQe complaintt, EEOC has last, than 80. TMa means, for Instance, flat a complainant toHawaii • must travel aU the way to San Francisco to find an EEOC office. Making natters worse, critics charge, is the agency's tendency to give more emphasis to bias cam against women and minorities than to those brought by older workers. Whatever the truth of these allegations, reason for concern about EEOC performance surfaced during recent House Select Committee on Again hearings as witnesses provided first-hand reports of the agency's apparent failure to take seriously the age discrimination complaints of older workers. Aime Brlggs, a 49-year-old decutlve secretary, told how her Boston employer had demoted her while promoting a much younger woman. After losing her Job altogether, she dutifully filed a complaint with me EEOC. The agency never interviewed her. Instead, it sent her a letter informing her that It had conferred with her former employer and had been assured, over the phone, that ' age warn! a factor In her asked the House committee. "What kind of investigation Is ttat?" Good question, But if Ms. Brtggs had cause for unhappiness, consider the case of C. Fletcher Taylor, a 63-year-old Hampstead, N.C., sales manager who was demoted when Us BOBS told him it was "time to make way for a new generation.". After to the pg EEOC, he had to wait six months before the agency looked Into the matter. Finally, after phoning Us boss, the EEOC decided Us charge was groundless and dropped the case.
