"1 A editorials /comment out...safeiy views/reviews Five, Section Two Friday, August 8, 1980 Four years after Hurricane Belle ' narrowly missed colliding with the South Jo-gey coast in the midst of a heavy summer, officials here have finally developed a comprehensive emergency evacuation plan that doesn't merely funnel people out of Cipe May County and then leave them on their own. People on the Jersey Cape were exceptionally lucky that Hurricane Belle, which arrived here on August 9, 1976, veered far out to sea and only lashed at the land with heavy rains. It took nearly eight hours to move visitors out of Ocean City alone and, once they hit the Garden State Parkway, they found themselves sitting in long lines waiting to pay tolls, tolls that could have coat them much more than the change required to pass through had Belle hit with her full fury. According to John W. Marcy Jr., director of the Federal Emergency Management Agency, said in an article on TTie Sentinel-Ledger op ed page ot July 11, a potential for widespread fatalities in a serious hurricane Is to have the storm force flood waters inland and trap tens of thousands of people lined up on a major highway trying to get out. times of emergencies to facilitate more rapid withdrawal from low, vulnerable areas such as the Jersey Cape, Another problem highlighted by the 1976 storm is that of shelter. To preclude this possibility, the Cape May County Office of Emergency Management (the new name for the civil defense office) was a pioneer in the development of an early warning system which aljows it to receive reports of tidal levels from Florida on up as storms move toward the Jersey Cape from the tropics. And, to avoid the debacle of 1976, emergency management officials have worked out an arrangement that allows tolls to be waived in Now Cape May and Cumberland County officials have worked out a plan that facilitates the rtpid movement of 250,000 people off the Jersey Cape and allows for housing of up to 100,000 of them in schools in Vineland, Bridgeton and MJUviUe (it is assumed that the remainder would already have found housing elsewhere or drive on to their permanent homes). The two counties' emergency management officials — ana particularly Cape May County Freeholder Ralph Evans and Cumberland County Freeholder Ed Salmon —are to be commended for their continuing effort to make evacuation plans here safer and more efficient. Herbert's bill has drawn support from Democrats and Republicans alike, with six co-sponsors.
