costs. The bills are
inevitably greater when in.

and districts with eight to 10

"Caps" came as part of the
tax package passed by the
Legislature and signed by
Governor Byrne four years
ago. Their purposes were to
help equalize spending between
rich and poor districts
while holding down state aid
and local properly tax in,
creases.

"cap" for school districts was
8.8 percent. In succeeding
years, the average "cap"
dropped steadily until it
reached a low oi 5,4 percent
tor the current school year.
For 1980-1961, the average
"cap" wHl increase to 8,2
percent, due to an unexpectedly

answers for the stele's
problems. The future of our
children is too important to
leave to politicians who say
things only for short-term
gain and ignore long-range
consequences.
"School finance reform is
needed now, and candidates
and officeholders must realize
it," Oonnerton declared,

Brook High School teacher,
said the association would
push for "cap" reforms in this
