James Coinerton. "Because
d inflation, everything costs
much more than it did a year
ago. That meana expenses for
stafl, supplies, textbooks, and
gas and oil for school buses
and to heat schools, and insurance
costs. The bills are
inevitably greater when in.
nation is running at a 12 to 18
percent rate,
"And, in New Jersey, state
'cape' put a lid on what
schools can spend A district
with a six or seven percent
'cap' must cut somewhere,
and districts with eight to 10
percent 'oapi' are right on the
edge,"
"Caps" came as part of the
tax package passed by the
Legislature and signed by
Governor Byrne four years
ago. Their purposes were to
help equalize spending between
rich and poor districts
while holding down state aid
and local properly tax in,
creases.
lii 1976-1977, the average
"cap" for school districts was
8.8 percent. In succeeding
years, the average "cap"
dropped steadily until it
reached a low oi 5,4 percent
tor the current school year.
For 1980-1961, the average
"cap" wHl increase to 8,2
percent, due to an unexpectedly
targe Increase in
property valuations
statewide,
"But with today's Inflation
wen a 9.2 percent 'cap' will
hurt many districts," Connerton
predicted. "According
"The root of the problem is
still over-reliance on property
communities and during
periods of recession, property
tax revenues In lndustrlaliied
areas drop precipitously.
Public schools usually fed
this blow almost immeditely."
Coimerton called on tie
governor and the members of
the Legislature to cone up
with revision in the state's
system of taxation, without
recommending any specific
remedies. He noted that
Governor Byrne has ordered
studies of statewide property
taxation, and said NJEA
would willingly cooperate In
any stuffy of how to reduce
fiscal Inequities between
school districts and put
schools on a firmer financial
basis.
"We should point out, too,"
Connertonsald, "that 1981 is a
year ln which the entire
Legislature and governor are
up for electioa We will be
watching what the candidates
are saying about school
finance, and we won't back
consequences.
"School finance reform is
needed now, and candidates
and officeholders must realize
it," Oonnerton declared,
