• DWS participated in the SCHR peer review on<br />

accountability to affected population (peering with<br />

Oxfam and UNHCR)<br />

• DWS engaged in partnership with Transparency<br />

<strong>International</strong> for study on best practices to avoid<br />

corruption in the humanitarian work.<br />

• Meetings to disseminate <strong>HAP</strong> Principles (Regional<br />

Consultation, Programme and Finance Coordinators,<br />

Field Directors Meeting)<br />

2. Accountability in humanitarian action (Principles 3,4,6 & 7)<br />

To strengthen the systems to ensure that DWS<br />

fulfils the highest programmatic and<br />

administrative standards, in an accountable and<br />

transparent way.<br />

• Several training workshops to DWS staff were<br />

conducted. Issues related to accountability were:<br />

right-based approach and empowerment, internal<br />

controls and quality assurance.<br />

• Programme and Finance staff met together<br />

representing 29 country programmes in a global<br />

workshop relating to enhanced quality and<br />

accountability<br />

• Sharing of <strong>HAP</strong> Principles of Accountability with staff<br />

• Discussion with partners (associate programmes)<br />

3. Monitoring and Evaluation (Principle 5)<br />

Better understanding and standard application<br />

of the LWF DWS PME system<br />

• Evaluations and work plans against DWS principles<br />

on participation, rights-based and empowerment<br />

(2007 annual report)<br />

4. Addressing Complaints (Principle 6)<br />

Identify missing procedures to ensure<br />

accountability and quality assurance<br />

• Participation in the elaboration of the ACT Complaint<br />

mechanism.<br />

• Review and clearly articulate the LWF DWS<br />

Quality management system specific to<br />

humanitarian work.<br />

• Continue to actively engage in the SCHR<br />

peer review.<br />

• Broaden awareness of issues of quality and<br />

accountability in staff inductions, trainings<br />

and regular global meetings and workshops.<br />

• Recommended actions to improve<br />

accountability from the SCHR review are<br />

acted upon and followed through.<br />

• Clarify, assess and improve on monitoring<br />

and evaluation of humanitarian assistance<br />

while working together with Action of<br />
