14. Muslim Aid<br />

• In Indonesia, for the ADB housing project,<br />

complaint handling procedures were available; for<br />

UNDP AJP LARC project, details on how the<br />

beneficiary complaints are handled are also<br />

incorporated in the M&E Framework.<br />

• Each of the four countries will have one focal<br />

point to create awareness and learning<br />

regarding the complaints handling training.<br />

15. OFADEC<br />

Introductory comments: During 2008, OFADEC continued implementing the Accountability Principles in the refugee programmes in Senegal; the focus<br />

was on improving the participation of beneficiaries in the design, implementation and evaluation of projects, and offering them the possibility to express<br />

complaints and preoccupations as well as ask for reparation.<br />

1. Institutional Commitment (Principles 1, 2 & 7)<br />

Demonstrate the commitment to respect and<br />

foster humanitarian standards and rights of<br />

beneficiaries<br />

• A forum on the rights and duties of refugees held<br />

on March 2008 with participation of refugees,<br />

UNHCR and OFADEC.<br />

• Meeting in the refugee camps to share <strong>HAP</strong> and<br />

information about the “collecting, suggestions,<br />

demands and objections mechanism” (SINFOR)<br />

• The declaration of intent and tools of accountability<br />

(NGO Red Cross Code of conduct, UNHCR code<br />

of conduct)<br />

• New employees have signed the commitment to<br />

respect the content of the two codes of conduct<br />

• Many sessions on sexual harassment were held for<br />

refugees between 17 November and 13 December<br />

• To strengthen staff knowledge in prevention<br />

and investigation of sexual exploitation and<br />

abuse<br />

• Meeting with refugees in the camps in Matam<br />

and Bakel to present SINFOR and <strong>HAP</strong><br />

documents.<br />

• Session on Red Cross Code of Conduct with<br />

staff and representatives of refugees<br />

Challenge: To strengthen the commitment of<br />

OFADEC’s staff and partners alike to demonstrate<br />

their compliance with the <strong>HAP</strong> Standard<br />
