Hull Street Road Revitalization Plan goals and objectives Development Goals New business development along Hull Street Road will build upon the study area’s strengths and opportunities to serve the needs and wishes of local residents while improving economic returns for area merchants and attracting visitors from outside the study area. 14 (Please see development concept map on page 36.) Goal 1: Develop a Hispanic Business Cluster where Hispanic businesses can be formed and flourish, providing Hispanic goods, food, and entertainment, for both the local Hispanic community and the surrounding Metro Richmond community. • Objective 1: Develop an open-air shopping mall surrounding a central courtyard. This building should contain design elements from the Spanish Revival style. (Please see map on page 30.) Why: This new shopping center will provide a destination for individuals to travel to purchase Hispanic goods and experience Hispanic food and cultures. Where:The new shopping center should be located in the lots adjacent to and across the street from the Pinebrook Estates in Richmond (on the north and south sides of Hull Street Road, respectively). Who: Private Developers in cooperation with the City of Richmond Departments of Economic Development and Community Revitalization. When: Development should occur in two phases. Phase One on the north side of Hull Street Road should begin immediately. Phase Two on the south side of the road should begin within five years. • Objective 2: Attract and foster the development of new Hispanicrun businesses. Why: The present large concentration of Hispanic businesses makes this location along Hull Street Road an ideal place for new Hispanic businesses to flourish. Where: Centrally locate new Hispanic businesses within the new open-air shopping mall. Who: Virginia Hispanic Chamber of Commerce, Innovative Bank, and the City of Richmond Departments of Economic Development and Minority Business Development. When: Efforts to attract and develop new Hispanic businesses should start immediately. • Objective 3: Develop a public open space within the courtyard of the open-air shopping mall. This space should be a mixture of green space and masonry. Why: A public space will provide a place for recreation, socialization, and displaying public art. Located within the courtyard, this new public space will have ample natural surveillance and activity during the day. Where: The open space should be contained within the new open-air shopping mall. Who: Private Developers in cooperation with the City of Richmond Departments of Economic Development, Parks, Recreation and Community Facilities.
