and terrorism relationship. Both of these concern mainly theoretical<br />

issues as a prelude to the third section that discusses both the public<br />

and the media in relationship to the three models mentioned above and<br />

the different terrorist organisations in the Federal Republic of<br />

Germany. The fourth section concludes the chapter with a discussion of<br />

options available to the government.<br />

1. The Public Response to Terrorism<br />

Regardless of whether the 'war' or 'communication I<br />

model is used,<br />

terrorists need to gain legitimacy wi th the public to achieve their<br />

aims. They require public identification with them as opposed to the<br />

government.<br />

This did not happen in the Federal Republic. At times there were<br />

pockets of support for the terrorists, but never enough to endanger the<br />

government. The reasons for this are discussed in the third section.<br />
