and terrorism relationship. Both of these concern mainly theoretical
issues as a prelude to the third section that discusses both the public
and the media in relationship to the three models mentioned above and
the different terrorist organisations in the Federal Republic of
Germany. The fourth section concludes the chapter with a discussion of
options available to the government.
1. The Public Response to Terrorism
Regardless of whether the 'war' or 'communication I
model is used,
terrorists need to gain legitimacy wi th the public to achieve their
aims. They require public identification with them as opposed to the
government.
This did not happen in the Federal Republic. At times there were
pockets of support for the terrorists, but never enough to endanger the
government. The reasons for this are discussed in the third section.
