financial participation, as well as aggressive efforts to encourage purchase of long-term care<br />

insurance by those who can afford it at younger ages.<br />

DEVELOP ADMINISTRATIVE STRUCTURE TO ASSURE QUALITY, FACILITATE COORDINATION,<br />

COOPERATION, AND INTEGRATED SERVICE DELIVERY.<br />

States that have reformed their long term care priorities have routinely established a task force,<br />

council, or high level locus of responsibility to lead and report on progress on long-term care<br />

reform. To achieve and maintain this rebalancing, <strong>Illinois</strong> must encourage transfer of funds from<br />

institutional to home and community-based service line items during the budgeting and<br />

appropriation process to reflect changing client demand. To accomplish this, a governor’s<br />

office-level task force or mandate to integrate long-term care responsibilities among the various<br />

state agencies will be needed.<br />
